Description Grey Street Consulting, LLC (Grey Street), a leading small business provider of operational support services to Federal civilian and defense agencies, is seeking to hire a Program Analyst IV to support our prospective client within the Court Services and Offender Supervision Agency (CSOSA). CSOSA has multiple locations in Washington, DC, and this position will be performed on-site, full-time at one of their locations. This position is contingent upon the award. Essential Duties and Responsibilities Developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs; Advising on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix; Advising on potential benefits/uses of automation to improve the efficiency of administrative support or program operations; Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation; Researching and investigating new or improves business and management practices for application to agency programs or operations; Analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology; Analyzing new or proposed legislation or regulations to determine impact on program operations and management; Developing new or modified administrative program policies, regulations, goals, or objectives; Developing management and/or program evaluation plans, procedures, and methodology; Conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures; Developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets; and Reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required. The Senior Program Analyst will provide technical assistance, support, and advice to the human resource managers and staff in the following areas: Reasonable Accommodation, serving as a Reasonable Accommodation (RA) subject matter expert (SME) advising employees, applicants for employment, supervisors, and members of management regarding laws, regulations, and procedures for allowing employees with physical or mental impairments that substantially limit major life activities to fully participate in the application process, perform essential job functions, and enjoy the benefits and privileges of employment. Document, track, monitor and act on all assigned reasonable accommodation requests. Assist managers in determining the essential duties of a position and identify barriers and possible modifications that would allow people with disabilities to perform said duties. Provide managers with information on RA and needs assessments for employees with disabilities. Provide interpretation and instructions on laws, regulations, policies and procedures, issues guidance on reasonable accommodation. Provide consultative and technical advice to employees and applicants requesting reasonable accommodation. Technical review of agency policies to ensure compliance with the changing laws, regulations and statutes that pertain to employee and labor relations and established interpretations of agency’s policies, guidelines and practices on matters related to grievances, appeals, conduct, performance, attendance, reasonable accommodations, and dispute resolution. Employee performance and conduct-based actions, benefits administration, work-life programs, and other related employee relations program policies and practices; Implementation and administration of management initiatives that pertain to employee and labor relations programs and on other employee related program activities; Disciplinary and adverse actions, devising organizational case strategy, documentation review associated with adverse action cases, and in presenting or defending the agency’s position before third parties; Unfair labor practice complaints, grievances under the negotiated collective bargaining agreement and issues that relate to established agency administrative procedures; Matters that involve the Office of General Counsel regarding third party administrative proceedings that include the Merit Systems Protection Board, the Federal Labor Relations Authority, arbitration, and other employee and labor relations, and performance management program issues; and Employment matters such as grievances, EEO complaints, and other issues related to employment. Requirements Job Requirements and Experience Bachelor’s Degree in Public Administration, Business Management, Human Resources, or a related field is preferred. Conducted comprehensive life cycle cost analyses and program evaluations to optimize agency efficiency, recommending data-driven improvements to staffing levels, work distribution, and administrative workflows. Experienced in developing and modernizing agency policies and control systems to prevent asset misappropriation and ensure alignment with new legislation, regulations, and management initiatives. Experienced in serving as the Subject Matter Expert for RA, providing technical guidance to leadership on disability laws while managing the end-to-end documentation, tracking, and implementation of accommodation requests. Experienced in advising on complex conduct and performance-based actions, formulated case strategies for disciplinary matters, and defended agency positions in third-party proceedings, including MSPB and FLRA. Experienced in leveraging automation and advanced analytical techniques to design reporting systems and administrative controls, streamlining data gathering and enhancing organizational productivity. ADA Requirements Operate a PC and phone in an office environment. Work in a primarily sedentary position. Perform some bending, light lifting, and carrying of equipment may be required.
