It is the mission of Tungasuvvingat Inuit (TI) to provide Inuit-specific programs that contribute to the health and wellbeing of Inuit, and to encourage and support similar programs for Inuit across the country. With over 30 years of highly successful experience in crafting the design, development, and delivery of a wide range of effective, client-centered services, TI continues to deliver quality programs and services that directly benefit our growing urban Inuit population.
Reporting to the Senior Manager, Child and Youth Policy and Programing, the Cultural Coordinator is responsible for overseeing and coordinating cultural consultations and program design. They will provide direct cultural services to families and child welfare workers. They will help develop strong and positive cultural identities and foster a sense of community belonging. They will consult on matters involving child welfare agencies and provide guidance and support to both child welfare staff and Inuit families. The incumbent will work with non-Indigenous and Indigenous service organizations and institutions across the province to promote Inuit cultural competency and awareness and provides expertise and guidance to Kamatsiarniq team members and management to ensure program/policy design and practice reflects Inuit societal values and remains culturally grounded. Their role is to ensure that culture is foundational to all that we do. Most importantly, they will ensure that all children, youth and families remain connected to their community and culture.

Responsibilities
  • Oversee the Kamatsiarniq Advisory counsel
  • Provide case consultations with children’s aid societies, placement agencies, foster cares, group home and other service providers to ensure agency interactions and interventions are done in a culturally sensitive and appropriate way.
  • Provide consultation/feedback to Ministry Technical Tables
  • Oversee all permanency planning matters
  • Provide community consultations/engagements to increase Inuit knowledge of child welfare and work towards facilitating community engagement in caring for Inuit children and youth.
  • Collaborate with stakeholders to prevent, manage, and resolve conflict.
  • Establish and maintain formal and informal networks to support the provision of services to clients and promote TI and TI’s programs.
  • Contribute to Cultural Safety/Connection Plans for children and youth in foster care, group homes and adoptive placements, and help carers understand the importance of ongoing cultural learning and connection to community.
  • Develop and maintain collaborative relationships with other programs at TI and other Indigenous and non-Indigenous service providers in Ontario to create and support a coordinated network of wrap-around services for children, youth and families.
  • Work with other agencies to establish integrated plans of care, coordinate service delivery, evaluate progress/goal planning, and develop transition plans/case file closures.
  • Provide insight and support in the development of protocols and agreements with children’s aid societies, service providers and other external stakeholders to ensure alignment with IQ principles and Inuit societal values.
  • Share cultural knowledge and provide advice and guidance to external agencies and service providers (including group homes and foster carers) to ensure that culture is adequately and appropriately incorporated into policies, programs and services and care.
  • Recruit and coordinate subject matter experts, facilitators, and Elders to assist with the delivery of workshops.

  • Capture program participant data and meet all tracking, evaluation, and reporting requirements of funder and TI and prepare and submit various reports as required.
  • Adhere to project budgets and work closely with the Senior Manager, Child and Youth Policy and Programing Director, and Finance.
  • Work in compliance with the Occupational Health and Safety Act and any other relevant legislation.
    Qualifications
    The ideal candidate should have Exceptional knowledge of Inuit history, culture, societal values, customs and traditions and an ability to share this knowledge with children and youth in an age-appropriate way. Exceptional knowledge of Inuit historical and contemporary issues, including socio-economic determinates of health that impact urban Inuit families in Ontario.
    Strong knowledge of the child welfare system in Ontario, including provincial and federal legislation, and child protection processes and procedures. Strong knowledge of issues facing urban Inuit child and youth in care and transitioning out of care. Specialized knowledge, systems navigation, and training in trauma care, mental health and wellness, violence against women, child welfare, justice services, addiction, and traditional healing practices. Extensive knowledge of services and resources available to Inuit in Ontario and how to access these.
    An inclusive and positive attitude towards community members who identify as LGBTQ2S, Gender-Fluid, Nonbinary, and/or Gender-Nonconforming. Excellent interpersonal skills. Demonstrates cultural competency and an ability to provide culturally safe services, support and communication to community members. Intermediate financial management and budgeting skills.
    Completion of Undergraduate Degree in a post-secondary degree or diploma in a relevant program of study such as Indigenous Studies, Education, Early Childhood Education, Social Work, or Social Services is required.
    Five plus years of experience is required in the Knowledge of Inuit history, culture, societal values, customs and traditions. Three years experience in specialized knowledge, systems navigation, and training in trauma care, mental health and wellness, violence against women, child welfare, justice services, addiction, and traditional healing practices, extensive knowledge of services and resources available to Inuit in Ontario and how to access these is required. Three years’ experience in project and/or program management, and event planning and coordination is preferred.
    Two to three years previous experience delivering direct services in a social services or community services organization is required and preferred experience working in a not-for-profit or community organization.
    One to two years previous experience working with Children’s Aid Societies/protection agencies, group homes and foster homes and providing advocacy on behalf of clients.
    Proficient use of MS Word, Excel, PowerPoint, Outlook, video-conferencing platforms and electronic records management applications is required. Clear Vulnerable Sector Check with results acceptable to TI, availability to work evenings and weekends is required. Ability to speak Inuktitut is preferred.
