Cybersecurity Program Content Developer Contract Position: May 2026 – August 2026 Opportunity The Immigrant Services Society of BC (ISSofBC) is seeking a qualified independent contractor to lead the multimedia design and instructional implementation for the Cyber Safety for Vulnerable Newcomers to Canada project. This initiative focuses on building a comprehensive suite of asynchronous Moodle courses, live webinar materials, and multilingual downloadable resources tailored to varying digital literacy levels and English language proficiencies ranging from CLB 1-4. This contract focuses on designing, producing, and launching accessible, culturally responsive cybersecurity learning content for vulnerable newcomer populations across multiple program streams. The ideal contractor will bring strong experience in instructional design, multimedia production, online adult education, and building engaging asynchronous learning environments in Moodle. Projects & Initiatives Pre-Program Orientation (Intake & Readiness) Develop a standardized multilingual orientation video using Synthesia.io to introduce the program, explain Moodle navigation, and prepare learners for participation. Build Moodle-based intake materials, including a preregistration form and learner self-assessment quiz to gauge digital readiness and baseline knowledge. Digital Literacy Stream Create 10 short asynchronous lessons and quizzes covering device basics, file management, internet navigation, safe logins, email and messaging use, online forms, online etiquette, unsafe apps, two-factor authentication, fake Wi-Fi, and shared computer safety. Develop supporting webinar materials for two live reinforcement sessions focused on learner Q&A, demonstrations, and troubleshooting. Language Literacy Stream (Cyber English Essentials) Develop CLB 1--2 and CLB 3--4 Moodle modules that teach essential cyber safety vocabulary, scam recognition, and practical language for daily digital interactions. Produce supporting webinar materials, worksheets, and simplified downloadable resources that reinforce listening, comprehension, and roleplay-based learning. Core Program: Cyber Security for Newcomers Build a 6-hour flagship asynchronous training program covering phishing, smishing, vishing, identity theft, banking and financial fraud, government and healthcare scams, online marketplace fraud, deepfakes, privacy protection, passwords, device safety, family safety, and fraud reporting in Canada. Create video-based lessons, quizzes, interactive activities, and multilingual downloadable resources that support learner certification as a "Cyber-Safe Newcomer." Elective Mini-Modules Design short 15-20-minute specialized modules for Youth, Seniors, Parents, Women, and, in the final project year, Freelancers/Business Owners. Tailor content to subgroup-specific cyber risks such as cyberbullying, sextortion, pension scams, parental controls, family data privacy, online harassment, and digital safety for entrepreneurship. Sector Capacity Building Produce webinar slide decks, facilitator scripts, referral toolkits, handouts, resource packs, intake templates, flowcharts, flyers, and infographics for settlement workers and frontline staff. Develop materials that support monthly webinars, referral pathways, scam awareness, and community-based cyber safety outreach. Technical Adaptation & LMS Integration Build course structures directly in Moodle, including sequencing, uploads, accessibility considerations, and learner-facing resource organization. Create H5P interactive learning elements such as knowledge checks, branching activities, and gamified engagement tools. Test materials for usability, accessibility, multilingual implementation, and alignment with ISSofBC e-learning standards. Additional Responsibilities The Contractor may be asked to undertake other duties reasonably related to the scope of the work and within the Contractor's expertise. QUALIFICATIONS Degree in Education, Communications, Educational Technology, or a related field; equivalent combinations of education and experience may be considered. Sound knowledge of cybersecurity concepts and online safety, with a demonstrated willingness to learn and further develop expertise in this area. Sound knowledge of ESL and the ability to adapt technical information for learners with varying English proficiency levels. Minimum 3 years of experience in online curriculum development, e-learning, and instructional design for diverse learners. Demonstrated experience in instructional writing, multimedia production, and large-scale digital curriculum development. Familiarity with adult education principles, accessibility standards, and adapting content for ESL and international audiences. SKILLS & ABILITIES Excellent written, digital, and instructional communication skills, with the ability to create clear, compelling educational content. Strong project management and organizational skills, with the capacity to manage multiple concurrent development streams and meet strict deadlines. Advanced proficiency and active use of Moodle LMS, H5P, Synthesia.io, and Generative AI tools such as ChatGPT or equivalent language models. Expertise in recording, editing, and producing instructional videos and interactive assessment tools. Strong cultural competency and demonstrated ability to work effectively with diverse populations in a manner that reflects equity, inclusion, and accessibility. Compulsory Technical Requirements Applicants must demonstrate high proficiency and active use of the following tools: Synthesia.io: AI video generation for instructional avatars and multilingual video content. Generative AI (ChatGPT/Language Models): AI-supported content drafting, scriptwriting, and language adaptation. Moodle LMS: Advanced experience building course structures, managing uploads, and sequencing lessons directly in Moodle. H5P: Creation of interactive learning elements, knowledge checks, and gamified activities. Engagement Terms Rate: $35 per hour. Project Hours: Up to 900 hours Job Location: Mostly remote but some in-person meetings to be attended. Effort Allocation: 60% – Core Content Development & Moodle Build 20% – First Batch Translation Integration 20% – Second Batch Translation Integration Workload Expectation & Timeline: April – August 2026 (≈35–40 hours/week): Core content development and Moodle course build (60%) First batch of translation integration (20%) January –March 2027: Second batch of translation integration (20%) Contractors must provide their own equipment, internet access, and required software subscriptions unless otherwise arranged. Synthesia and Moodle subscriptions are provided. Any content, proposals, or research created as part of this contract will remain the intellectual property of ISSofBC. The contractor must adhere to ISSofBC's confidentiality policies and not disclose or use any sensitive information outside of their work with ISSofBC.
