Headquartered in Washington, DC, Dragonfli supports clients in securing mission-critical systems across on-site, hybrid, and fully remote environments. This contract Cybersecurity Program Manager role supports a large federal agency by driving project management and governance activities that reduce security risk and strengthen accreditation outcomes across a large-scale IT environment, including application/system retirements and compliance documentation updates. The resource will plan and execute multiple concurrent efforts, draft and maintain SOPs and runbooks, coordinate special projects, guide stakeholders through retirement/decommission workflows, and manage collaboration content using SharePoint sites (Team sites, documents, lists, and libraries). The role requires seasoned IT security expertise, hands-on project execution skills, and strong communication and planning to brief leaders and keep complex workstreams on track. It's a high-impact opportunity to shape security governance and risk reduction within a major federal agency. This is a multi-year contract position involving a large US federal agency. Candidates with previous federal contracting experience are preferred. U.S. Citizenship or Permanent Residency required. If hired, all work related to this role must be performed within the continental U.S. Responsibilities: Manage multiple projects from initiation through successful completion, including scope, objectives, schedules, and metrics Develop and maintain project plans, schedules, and status reporting for ongoing and complex efforts Draft, update, and publish standard operating procedures (SOPs) and runbooks Lead and coordinate special projects supporting security and compliance objectives Plan and coordinate application/system retirements and remnant clean-up activities across the organization Verify remnant removal and coordinate stakeholder actions to minimize security risks during retirements Support revisions of outdated compliance reviews for large volumes of information resources Maintain ongoing updates to vital security and governance documentation Provide inputs to cybersecurity policies, processes, SOPs, and training documents Prepare presentations and brief executives, managers, and peers on project progress and outcomes Create, customize, and manage SharePoint Team sites and related content (documents, lists, libraries) Requirements Proven ability to manage multiple projects from beginning to successful completion Experience defining project scope and objectives and building project plans/schedules Experience establishing, tracking, and reporting project metrics Demonstrated ability to engage with and guide stakeholders at management and leadership levels Strong organizational skills to plan, coordinate, track, and manage several ongoing and complex efforts Experience retiring applications/systems across large organizations, including verification of remnant removal Knowledge of or experience with SDLC retirement/decommission processes Experience in information security and understanding of the information resource accreditation process Knowledge of cybersecurity policies and processes sufficient to review and provide inputs to internal security documentation Ability to create and manage SharePoint sites, including Team sites, and customize content (documents, lists, libraries) U.S. Citizenship or Permanent Residency required; work must be performed within the continental U.S. Skill(s) Project planning, scheduling, and delivery management Stakeholder management and cross-functional coordination Documentation development (SOPs, runbooks, training materials) Executive communication, briefing, and presentation skills Governance, risk, and compliance mindset within IT/security programs Application/system retirement and decommission coordination Metrics tracking and status reporting SharePoint site creation, customization, and content management Benefits Insurance – health, dental, and vision Paid Time Off (PTO) and 11 Federal Holidays 401(k) employer match Travel null
