JOB DESCRIPTION:

The Deputy Associate Commissioner (DAC) for Information Technology (IT) Procurement is selected by and reports to the Associate Commissioner for Procurement. The DAC of IT Procurement provides management, leadership, and technical expertise guidance for Health and Human Services (HHS) procurement and contracting staff on the IT procurement team. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgment.
This position is required to come into the office at least three days per work week. Telework availability is subject to agency policy and procedure.

REGISTRATIONS, LICENSURE REQUIREMENTS OR CERTIFICATIONS:

Certified Texas Contract Developer (CTCD) must be obtained within 6 months of hire.

KNOWLEDGE SKILLS ABILITIES:

Knowledge of State of Texas purchasing laws, requirements, applicable guidance, methods and procedures.
Ability to work effectively as part of a team and to establish and maintain professional and productive working relationships.
Ability to train and motivate others.
Ability to prioritize, schedule, manage multiple tasks and issues simultaneously.
Strong skills in using personal computers and applications such as spreadsheets and databases and other software systems used in the Procurement fields.
Strong communication skills and the ability to effectively communicate with customers both orally and in writing.
Ability to direct and organize program activities.
Ability to establish and evaluate program policies, procedures, goals and objectives that support the strategic plan.
Ability to identify problems, evaluate alternatives, and implement effective solutions.
Ability to coordinate multiple assignments, organize and set priorities, and meet deadlines.
Ability to logically assemble and evaluate information.
Ability to prepare concise reports.
Ability to make presentations and testify at hearings.
Ability to plan, assign and supervise the work of others.
Ability to establish and maintain effective working relationships with supervisors, peers, staff and others.

PREFERRED QUALIFICATIONS:

Existing certifications: Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) – preferred not required.
Knowledge of IT procurements and DIR Cooperative contracts.
Graduation from an accredited four-year college or university – preferred not required.
