Under the general direction of the Chief of Agency Analytics, Inspections and Technology or designee, the Data Analyst plays a key role in monitoring and reporting on the Cuyahoga Metropolitan Housing Authority’s housing operations and program performance. This position focuses on analyzing occupancy, rent collections, vouchers, and related housing data to prepare clear reports and executive summaries for internal and external stakeholders. The role focuses emphasizes turning housing and program data into actionable insights that improve decision-making to support CMHA’s mission of providing quality, affordable housing.

SKILLS

  • Strong analytical and quantitative skills, with ability to interpret housing program data and identify trends.
  • Proficiency in Microsoft Excel (pivot tables, charts, formulas) and experience with reporting tools (e.g., Power BI, Tableau, or similar).
  • Clear and concise communication skills, with demonstrated ability to prepare written summaries, reports, and presentations for leadership audiences.
  • Strong organizational skills with the ability to manage recurring deadlines (monthly occupancy, quarterly reporting, annual reconciliations).
  • Ability to learn and apply housing-related systems (e.g., Yardi, HUD reporting tools) — housing experience preferred but not required.
  • Collaborative and professional interpersonal skills to work across departments (Finance, Operations, Resident Services, IT).
  • Attention to detail and accuracy in handling data that impacts compliance and funding.
  • Must possess a valid State of Ohio Driver’s License, and insurable under Agency guidelines.

EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree in public administration, urban studies, economics, social science, statistics, data analytics, or a related field required. Master’s degree preferred.
  • At least 1–3 years of progressively responsible experience in program analysis, performance reporting, or research/evaluation. Experience working with housing, government, or nonprofit program data is highly desirable; candidates with strong transferable analyst/reporting skills from other industries will also be considered.
Responsibilities
  • Extracts and presents data in order to present region/cluster/site-specific rent collections data for over 60 property locations and over 10,000 residential units; provides analytics for the administration of over 16,000 housing choice vouchers.
  • Compares historical trends and forecasts.
  • Conducts occupancy, lease up, unit status and tenant status reconciliations monthly and annually.
  • Reconciles Rental Assistance Demonstration (RAD) conversion information.
  • Conducts various annual analyses including but not limited to rents, payment standards and utilities; assists with loading these annual projects into system of record.
  • Identifies which portions of the typical performance report data available should be the strategic focus to achieve specific performance goals.
  • Translates key performance indicators into measurable goals and reports that incorporate visual charts and data displays to assist in strategic planning.
  • Prepare weekly, monthly and quarterly performance reports.
  • Analyzes property and program performance reports to identify trends to aid in decision making.
  • Prepares bi-annual demographic reports.
  • Tracks participants in ongoing reporting research projects.
  • Conducts property-specific data research, including GIS database information, as needed.
  • Assists ad hoc research requests.
  • Prepare comprehensive reports summarizing findings and recommendations to increase agency efficiency and effectiveness. When directed, produces statistical and other quantitative analyses using software and electronic data systems.
