Program Background The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: Pillar 1: Stronger national level enabling environment for sub-national service delivery. Pillar 2: Better sub-national governance for service delivery. Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups. Including data Visualization on, regional planning, budgeting and MSS implementation aspects to Maluku Province Government in improving service delivery at sub-national level. Click on the link or copy paste it to access the full Terms of Reference for this position: TOR - Data Analyst (Maluku) About You Specific Responsibilities Data Analysis: Data collection, data cleaning, validation, and analysis to support regional planning, budgeting, and MSS implementation in Maluku Province. Data Visualization: Design dashboards and create interactive reports using data analysis tools (e.g., Tableau, Power BI, Looker) to support data interpretation and decision-making by provincial stakeholders Trend Identification: Identify patterns, trends, disparities, and anomalies to support comprehensive and evidence-based policy analysis. Provide data analysis to support the formulation and implementation of decentralization policies in the region. Provide analytical support to local government in preparing regional planning and budgeting documents, including integration of Minimum Service Standards (MSS) indicators Provide technical inputs and analysis to support preparation of GEDSI-related policies and action plans, including the use of disaggregated data (sex, disability, geography). Provide technical guidance or short training sessions to local government officials on data analysis and data interpretation to strengthen evidence-based planning. Other Duties Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. Job Requirements Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. Work may require long, and flexible hours as needed. Travel is based on need. Deliverables Monthly report outlining activities undertaken, key analytical outputs, and support provided to government counterparts. Cleaned and documented datasets relevant to planning, budgeting, MSS, and GEDSI analysis. Data visualisation products (e.g., dashboards, charts, interactive reports) to be shared with provincial stakeholders or uploaded to relevant data portals. Documented analytical inputs to regional planning documents, budgeting processes, MSS implementation, or GEDSI action plans. Materials from any technical guidance or training sessions delivered (if applicable) Relationship Management This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the Province Lead Maluku Selection Criteria Essential Bachelor’s degree in Development Planning, Economics, Statistics, Public Policy, Social Sciences, or other relevant fields related to regional development and data analysis; At least 3–5 years of relevant experience in applied data analysis, including supporting local government in preparing regional planning, budgeting documents, or action plans. Experience in using data analysis tools (eg: Tableau, Power BI, Looker) Experience in data visualization, especially in developing dashboard for regional development purposes Strong analytical skills in regional development, including analysis related to decentralisation, Minimum Service Standards (MSS), and sub-national service delivery. Strong understanding of the Maluku development context, including institutional, socio-economic, and governance dynamics. Demonstrated experience in providing training or technical facilitation to local government officials on data analysis, monitoring, or use of data for planning and decision-making. Ability to analyse and present data to support preparation of regional planning and budgeting documents, MSS action plans, and policy or program recommendations. Strong communication skills (written and verbal) in Bahasa Indonesia and English. Strong interpersonal skills with the ability to build and maintain effective work relationships with key government stakeholders. Understanding of gender equality, disability, and social inclusion (GEDSI) issues, with the ability to apply a GEDSI lens in data analysis and policy or planning support.
