QUALIFICATIONS

Education and Experience:

  • Completion of a diploma or certificate from a recognized post-secondary institution in Data Analytics, Business Intelligence, Geographic Information Systems, Geography, Planning, Engineering, or a related discipline or an equivalent combination of education and experience applicable to the department.
  • Sound experience in data analysis; experience in a public sector or large multi-stakeholder organization an asset
  • Experience supporting business process changes.

Knowledge, Skills and Abilities:

  • Skilled in the use of ArcGIS and MS Excel
  • Knowledge of data management best practices.
  • Ability to analyze and synthesize data from multiple data sources and formats.
  • Ability to work with modern business intelligence (BI) software (Tableau or Qlik, PowerBI, etc.)
  • Ability to work with query languages (SQL, MDX, etc.)
  • Ability to design and build data warehouses and data marts.
  • Working knowledge of cloud and on-premise warehouses and query systems.
  • Ability to communicate effectively, foster high standards, and deliver results in a fast-paced, performance-focused environment.
  • Strong sense of accountability.

Responsibilities

MAIN PURPOSE AND FUNCTION

The Streets Asset Management team, in the Streets Design Branch, stewards the City’s streets and sidewalks and oversees their rehabilitation. Reporting to the Asset Management Engineer, the Data Specialist serves a critical role in helping track and analyse our street and sidewalk assets, to ensure we are good stewards of the City’s infrastructure and maintain a street network that supports mobility, accessibility, and a vibrant community.
The Data Specialist is responsible for providing technical oversight of data collection programs for street and sidewalk assets and ensuring that data is maintained in accordance with best practices. This position performs highly complex data analyses using large asset management data sets and produces data visualizations using modern business intelligence (BI) tools. This role requires advanced skills in GIS and database management.
The Data Specialist will support asset management programs for streets and structures in accordance with best-practices including: analysis of large data sets related to pavement, sidewalks and structures, analysis of capital and operating costs for various asset types, and review of consultant and vendor studies related to asset management.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Manages the ongoing operation and maintenance of data infrastructure to meet the data analytics and reporting needs of the Streets Design Branch.
  • Oversees the development of data collection programs related to the Branch’s asset management programs.
  • Supports the Branch’s capital planning work by analysing street asset data, assessing trends and gaps in asset condition, and presenting findings to guide the effective investment of multimillion dollar capital budgets.
  • Designs and implements sustainable and repeatable data management approaches involving cloud, on-premise, and big data datasets and technologies.
  • Develops and maintains large asset management data sets from multiple sources (internal, equipment, service providers, outside agencies, etc.)
  • Develops data visualizations using modern BI tools and/or GIS software.
  • Designs, develops, and presents metrics and reports to senior management.
  • Recommends solutions and alternatives related to the accessibility, interaction, and presentation of data.
  • Directs and reviews the data collection work of manual data collection efforts.
  • Prepare annual national benchmarking data and appropriate analytics to identify and address gaps in service delivery or performance.
  • Other duties/responsibilities as assigned.
