Description:
This position is located in the Risk Assessment and Future Planning Division within the District of Columbia Office of the Inspector General (OIG), an organization that conducts audits, inspections, and investigations of government programs and operations. The OIG’s mission is to promoting economy, efficiency, and effectiveness, and to detect and deter fraud, waste, and abuse in government programs and operations.
QUALIFICATIONS AND EDUCATION
Graduation from an accredited college or university with a bachelor’s degree in computer science, data science, information science, information systems management, mathematics, statistics, operations research, or engineering.
OR
A Master of Science in computer science, data science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaption or computer program systems and provided knowledge to a major in the computer field.
EXPERIENCE
In addition to the education requirement listed above, applicants must have at least one (1) year of specialized experience equivalent to at least the CS-12 grade level, or its non-District equivalent, gained from public or private sector. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position. Examples of specialized experience for this position include: data science experience; experience in a science, technology, engineering or mathematics (STEM) related field, such as: computational social science, computer science, data analytics, economics, engineering, mathematics, statistics, etc.
Responsibilities:
The incumbent serves as an expert Data Scientist for the Data Analysis Unit and is responsible for independently designing and developing data based solutions to complex analysis and projects in support of a wide variety of investigations, audits and evaluations.
Manipulates, manages, query, analyzes, and summarizes data from open source, law enforcement, District, and OIG data sources into cohesive reports in support of investigations, audits, and inspections of fraud, waste, and abuse. Data may come in the form of a database, financial records, expense reports, emails, and other formats.
Researches and develops increasingly complex and detailed statistical and analytical information and modeling on a variety of data including trends, projections, and supporting information necessary for effective presentations and analytical products.
Integrates, consolidates, normalizes, structures, and cleanses data from disparate data sources to make it usable for data analytics. Provides support to the design and visualization of dashboards, reports, analytics, and other decision support tools that support existing and emerging requirements.
Develops scripts, queries, or software code to accomplish specific requirements or tasks. Designs, builds, and tests data models, algorithms, and predictive models. Supplies complex tools and mathematical algorithms to identify unusual patterns and other indications of fraudulent activity.
Works with advanced hardware, software, and techniques to develop computational algorithms and statistical methods that find patterns and relationships in large volumes of data.
Provides training and assistance to personnel and users of RAFP products and tools.
Coordinates with RAFP leadership to identify and develop proactive analytical targets and programs.
Coordinates and maintains relationships with Special Agents, Auditors, and other agency personnel to ensure analytical products support the overall OIG mission
Performs other related duties as assigned.
