JOB DESCRIPTION

Must be permanent in the Staff Analyst civil service title or currently on the recent civil service exam list to apply. If you are currently on the active civil service exam, please include on your coversheet if you are on the selective certification for SAS and/or R Statistical Analysis Software (SAS), PMI Professional In Business Analysis (PMI-PBA) Certification or Excel Experience (EXL).
Human Resources is seeking a part-time to assist in preparation and generation of HR reports and data analysis. The duties include but not limited to the following tasks:

Essential Duties and Responsibilities include, but are not limited to the following:

  • Assist in the requests for complex and confidential reports as it relates to Human Resources, Budget, Labor and Employment, EEO, Security, Division Management and Executives.
  • Preparation of data reports by gathering data from various sources, ensuring accuracy and completeness. Perform preparation of data for further analysis and validation.
  • They use statistical methods, data visualization tools (like Tableau, Power BI, or Excel), and data analysis software to analyze data and identify trends and patterns.
  • They create reports and visualizations to communicate findings to stakeholders, helping them understand key metrics and insights.
  • They work with other teams to understand data requirements and provide accurate reporting.
  • Assist with evaluation systems process.
  • Assist with position assignments.
  • Assist on updates to the Office Manual on the intranet.
  • Assist on updates to Brightsign notification for agency announcements.
  • Special projects as assigned.

MINIMUM QUALIFICATIONS

A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in “2” above.
A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in “2” above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

PREFERRED SKILLS

  • Proficiency in Microsoft Excel, SQL, and data visualization tools like Tableau or Power BI is often required. Knowledge of programming languages like Python or R may also be expected. - Strong analytical and problem-solving abilities are essential for identifying trends and patterns in data. - Ability to effectively communicate their findings to both technical and non-technical audiences. - A solid understanding of mathematics and statistical data analysis. - Accuracy and attention to detail are important for ensuring data quality and reliability.
