JOB DESCRIPTION

The role currently sits within the Armed Forces and Veterans Services (AFVS) as part of the Armed Forces Pension Scheme (AFPS) Operational Change and Improvement team.
The undertaking of this role will ensure that AFPS are compliant with legislation and Ministerial direction.
The post holder will work closely with the SEO and Grade 7 in relation to AFPS Change alongside, working in collaboration with the wider DBS Transformation portfolio.
The post holder will be responsible for overseeing the raising and management of Change Requests, identifying risks and issues, working closely alongside the AFPS Commercial Partner. This will including scoping and implementing new policies/ requirements, agreeing the deliverables from initial request; working through the policy, the Change process and delivery phases to completion. There will be a requirement to ensure that legislative and policy changes are properly impacted to ensure minimal impact on Operational delivery.
The role will require leadership skills and you will be expected to up skill and understand complex pension information to identify requirements. You will have the ability to multi-task across several tasks at the same time.
The role requires an ability to analyse requirements sometimes with limited information and make effective decisions that withstand internal and external (National Audit Office / The Pensions Regulator) scrutiny.
This Post will be fast paced, varied and challenging working with stakeholders to deliver against a significant MOD transformation and modernisation programme.
This role would suit individuals who can work at pace and manage conflicting priorities.

The role will have the following responsibilities:

  • Delivery – Enable delivery of Change within agreed outcomes within time, cost and quality constraints.
  • Project Management – Assist with day to day management and oversight of the project including staff resources supporting Change delivery and taking full responsibility for decisions made.
  • Business Documentation – Develop and draft the Business Documentation with input from specialists as necessary.
  • Change Management – Ensure effective Change Management processes are adhered to and document changes to deliverables as agreed with stakeholders.
  • Project Performance & Controls – Create delivery objectives for the team. Assist with the develop and maintenance of project plans. Manage performance and report progress.
  • Resources – Identify skill requirements; deploy and develop resources. Utilise shared Change team resources, minimising impact on BAU.
  • Stakeholder Management – Identify and engage stakeholder relationships. Actively manage internal and external relationships encouraging participation.
  • Risks & Issues – Identify and update risks and issues escalating to SEO/Grade 7 as appropriate. Work with related projects to understand interdependencies.
  • Governance – Help support effective governance and decision-making using Subject Matter Expect (SME) knowledge.
  • Provision of Policy & Advice – Contribute to the decisions of others by providing policy advice / guidance and SME knowledge of process.
  • Line Management - At present, 1 EO grade.

Applicants should note that DBS has recently undertaken a review of its operational locations in the North West, and will consolidate all activities in Blackpool. This means that DBS staff will move from Tomlinson House (Norcross) to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.
This Post Holder will be required to travel periodically to other locations when business need dictates.
