The City of Casselton has a small office staff consisting of only 3 positions, all with different duties requiring a commitment to good attendance by all personnel to make sure tasks are completed on time. The Deputy Auditor position involves accounting skills, mastery of spreadsheets, the ability to compose minutes from meeting discussions, processing payroll, and human resource duties. It’s helpful if a candidate has all of these skills; however, training will be provided in all areas to ensure knowledge of city functions is attained.
DEPUTY AUDITOR
Job Description
The following duties are typical for this classification. Other duties may arise and may be assigned as necessary. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
1. Assists the City Auditor in the performance of his/her duties. Has authority to perform the duties of the City Auditor in the absence of the City Auditor. (except for signing checks)
2. Administers payroll functions for all entities of the City, including the Library and Cemetery, by collection of timecards, verification of hours worked, calculating overtime pay, preparation of all federal and state tax reports and compliance with legal mandates.
3. Prepares expenditure lists for City Council’s approval which includes inspecting and auditing invoices; summarizing classification of expenditures to budget reports; reclassifying expenses at the end of the month; and, expensing invoices to different departments.
4. Receipts in various accounts receivable payments for general, special and enterprise funds: monthly property tax and special assessments from County, grant dollars, etc.
5. Update 1099 database
6. Council support; assembly of materials for council meetings, maintenance of permanent records including committee minutes, resolutions, ordinance amendments, and affidavits of publication. Prepares video and or audio recordings of meetings. Keeps minutes of meetings as requested.
7. Insurance administrator for employee policies.

Human Resources activities in coordination with City Auditor: a) Preparation of vacancy postings b) Onboarding new employees including benefit sign up c) Manage employee time tracking process d) Set up and track employee drug testing e) Update & maintain employee policy documentation and related forms, as well as the distribution of updated policies and forms to employees f) Execute decisions on retirement investments g) Maintain all employee files and postings for regulatory compliance.
9. Processes benefit plan enrollments and terminations; Coordinates annual benefits enrollment, processes monthly reconciliations and billings from benefit providers, verifies benefit accruals, FMLA administration/tracking and maintains personnel files and personnel policy manual. Provides verification of payroll data including withholdings, benefit accruals and pay rates.

13. File all necessary reports to the State and local health department.
14. When City Secretary is not available, the Deputy Auditor greets, and directs visitors; answers and routes incoming calls to appropriate personnel; processes mail.
15. Administers the City’s cell phone program: order cell phones, preparing billing report for payment.
16. Administers City credit card programs, monitoring card use, statement reconciliation, and application of applicable financial policies.
17. Complete government surveys, tax incentive reporting
