Job Description:

EDUCATION AND EXPERIENCE

• Seasoned and experienced Fellow of the Canadian Institute of Actuaries (FCIA) and Fellow of the Society of Actuaries (FSA).
• Degree in actuarial science and in-depth knowledge of actuarial principles, professional standards and risk management of pension plans.
• 8-10+ years’ experience in a senior role providing actuarial consulting, pension plan management and/or regulatory experience.
• Expertise in managing a department in a corporate setting (within a larger functional area) and experience with boards preferred.

KNOWLEDGE AND SKILLS

• Leadership skills to implement an effective and efficient organizational structure, systems, methodologies, and standards and ability to manage and champion change for an effective organizational culture and vision.
• Excellent verbal and oral communications and stakeholder management skills required.
• Ability to convey technical matters in a comprehensive and easy-to-understand manner.
• Demonstrated strategic orientation with strong stakeholder experience with senior executives and understanding of the wide range and complexity of risk related issues within the pensions industry
• Demonstrated ability to have difficult conversations in a compassionate way.

PURPOSE OF POSITION

Accountable for providing leadership in the development and implementation of Actuarial Services, strategies, frameworks, systems, tools and services to further FSRA’s mandate.

KEY RESPONSIBILITIES

• As a member of the FSRA leadership team, contributes to the FSRA strategy and development of tactics and provides leadership in executing programs, services or initiatives to deliver on the strategy
• Finds innovative ways to deliver on FSRA’s commitment to continuously improving regulatory effectiveness and be a principles-based on outcomes-focused pension regulator by providing insight and leadership.
• Leads the team to mine internal and external data to enhance FSRA’s proactive supervision of the 4,500+ pension plans under supervision.
• Manages the planning and implementation of the strategy and priorities for the Actuarial Services Department, within the overall vision, strategies and priorities of the Pensions team and for FSRA as outlined in FSRA’s annual statement of priorities.
• Facilitates and oversees the provision of actuarial assistance to other Pension team members and colleagues to deliver in accordance with FSRA’s service standards and address operational matters promptly staying principles-based, risk-based and outcomes-focused in the supervision and regulations of pension plans in Ontario.
• Facilitates and supports pension sector evolutions and innovations, improving the well-beings for current and future plan members by protecting the rights of plan beneficiaries and promoting the good administration of plans.
• Oversees the delivery of a range of programs/services/initiatives within the FSRA function, ensuring alignment across the Pension team and working collaboratively and effectively with other members of the leadership team in Pensions and across FSRA.
• Leads the development, implementation and communication of systems, tools, business processes and services in pursuit of delivering on FSRA’s commitments to the sector.
• Manages the planning and development of comprehensive and relevant actuarial policies and guidance notes including the development and use of actuarial models, trends analysis and various benchmarking to advocate for industry best practices.
• Develops and manages stakeholder relationships with various pension sector practitioners in matters of interest to the sector, profession, FSRA, other regulators and government including leading and/or participating in various CAPSA-related activities and initiatives.
• Represents FSRA at legal hearings, where necessary, to provide expert testimony
• Provides actuarial advice and expertise to the Head, EVP, other FSRA executives and Board of Directors on in response to issues and risks to achieving FSRA mandate; providing evidence based recommendations for change.
• Manages the department and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA.
• Accountable for building a strong team including: hiring, orienting, training and coaching of staff, determination of performance standards, conduct of performance reviews and management of performance and employee relations matters.
• Promotes and drives innovation and continuous improvement program throughout the department focused on professional development, operational efficiency and service excellence.
• Develops operational plans for the department, which align with, and support the Pensions function’s operational plan and overall FSRA strategic plan. Accountable for the management of all departmental matters including budget and issues/challenges.
• Champions and leads critical change and a new collaborative, forward thinking culture within department, and works with others to achieve this across the enterprise.
• Represents the department by leading and/or participating on projects, working groups and committees both within and outside FSRA to ensure effective monitoring of developments, integration of efforts, identification of issues and opportunities to influence the department’s achievement of FSRA priorities.
• Works in collaboration with leadership colleagues on department priorities for FSRA.
