JOB SUMMARY

Under executive direction, the Deputy Chief Financial Officer (DCFO) supports the Chief Financial Officer (CFO) and Clerk of the Court & Comptroller in the strategic oversight and administration of the County’s financial operations. This high-level role is responsible for assisting in the planning, development, and implementation of financial policies, procedures, and internal controls to ensure compliance with legal, regulatory, and professional standards.
The DCFO oversees the daily operations of the Financial Services Division, providing leadership and operational guidance to professional and managerial staff across multiple financial disciplines, including accounting, payroll, budgeting, investments, and financial reporting. This position serves as a key advisor to the CFO and Clerk & Comptroller and represents financial leadership in both internal and external settings.
Salary Range: $141,918.40 - $180,627.20

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

A Bachelor’s degree in Public Administration, Business Administration, Finance, Governmental Accounting, or related field supplemented by ten (10) years of recent and relevant senior-level experience that provides expertise in budget and governmental finance practices, governmental auditing practices, automated financial systems, and public finance management as well as performing personnel management duties (i.e. supervising, training, hiring, disciplinary action, counseling, performance evaluations, recommending transfer, promotion, demotion and separation). Must have directly supervised a team of 15 or more employees.

CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS

Required: Certified Public Accountant (CPA)
Preferred: Chartered Financial Analyst (CFA)

Responsibilities

  • Assist the CFO in overseeing all functions of the Financial Services Division, including accounting, budgeting, payroll, debt management, and financial reporting.
  • Lead the development, implementation, and monitoring of internal financial policies, procedures, and controls.
  • Provide financial review and analysis of County Commission actions and assist in preparing recommendations for the Clerk & Comptroller.
  • Represent the Clerk & Comptroller’s Office on committees, task forces, and in meetings with County officials, departments, and external agencies.
  • Oversee revenue management, investment strategies, and ensure compliance with investment policies.
  • Manage all aspects of Hillsborough County’s Investment Portfolio, including oversight of investment strategies, risk assessment, compliance with applicable laws and policies, and performance monitoring to ensure safety, liquidity, and yield objectives are met.
  • Support strategic planning efforts by providing financial insight and participating in long-term planning initiatives.
  • Direct and supervise department staff, including hiring, performance evaluations, training, and disciplinary actions.
  • Serve as a liaison between Financial Services and other divisions, departments, and government entities.
  • Provide backup authorization for financial transactions and system administration, including fund transfers and security access.
  • Prepare, review, and sign official correspondence and documentation as assigned by the CFO.
  • Monitor the financial impact of operational decisions, providing forecasts and strategic analysis to leadership.
  • Oversee departmental budget development, monitoring, and reporting.
  • Ensure proper asset management and inventory control for the division.
  • Stay informed of developments and best practices in public finance and apply innovations to improve operations.
  • Perform other duties as assigned, including those handled by subordinate financial or clerical staff as necessary.
