Responsibilities

Under the direction of the Chief Nursing Officer, participates in the development and implementation of all health care setting nursing education programs, operational standards, policies, procedures, and strategies, and an effective and ongoing program to monitor, evaluate and improve the quality of patient care. The Deputy Chief Nursing Officer also serves as the Chief Nursing Officer in their absence and plays an integral role in ensuring optimal utilization of resources, service delivery, safe patient care, and compliance with all applicable local, state, federal and NYC Health + Hospitals rules and regulations and nursing standards of care, to improve outcomes and the patient experience.
Essential Duties and Responsibilities:
1. Provides clinical leadership over day-to-day nursing operations and the implementation of strategic nursing management plans to ensure that patient satisfaction, staff engagement and retention, quality care, and financial goals are met.
2. Develops strategic staffing plans to ensure adequate staffing coverage, in accordance with established productivity measures based on patient population needs.
3. In collaboration with the Chief Nursing Officer and Directors of Nursing, manages and assesses clinical and operational performance improvement programs, and measures and evaluates health care setting performance against system-wide strategic goals and objectives for the delivery of high quality, cost effective patient care.
4. Presents research and evidence-based recommendations for nursing practices; supports the creation of a collaborative, information-sharing environment to provide effective and consistent care across the continuum; and promotes and supports systems and programs to drive change and improve employee engagement.
5. Effectively collaborates and liaises with senior leadership and health care setting executive staff, medical staff, administration, and other departments to develop and implement clinical integration strategy; nursing policies, strategies, and operational standards; and measurement tools to ensure accurate and consistent implementation.
6. Participates in the planning and implementation of nursing training programs, and oversees the recruitment, development, and retention of high-quality nursing personnel. In partnership with Human Resources, provides oversight of staff credentialing, competencies, evaluation, progressive discipline, etc.
7. Contributes to the development of an effective Union partnership and helps to ensure productive forums for collaboration (e.g., Nurse Practice Council, Labor/Management Council); speaks on behalf of nursing, explaining and marketing the roles and responsibilities of nurses at leadership meetings and to other audiences.
8. Collaborates with other disciplines to ensure that care is comprehensive, coordinated, and monitored for effectiveness, and continually assesses health care needs, including equipment, systems and software, to ensure optimal service outcomes and continued support for the health care system’s mission, vision and values.
9. Interprets and maintains adherence to regulations and legislation and responds to bioethical, public policy, and legal issues that may influence the delivery of patient care.
10. In conjunction with senior nursing staff and other departments, participates in the planning, implementation, and monitoring of operating, staffing and capital plans and budgets, and an expense control system.
11. Performs related duties, as required.
