Description:

This position is responsible for administrative and secretarial work for the City Clerk, Mayor, City Manager, and City Council and other Advisory City Boards and Commissions and work units. Work includes planning, organizing, and conducting the activities of the City Clerk’s Office. Work involves responsibility for fulfilling all statutory duties of the Clerk in the Clerk’s absence or as assigned. Work also involves responsibility for performing difficult confidential secretarial services. Work requires the exercise of discretion in performing daily activities based on a complete knowledge of administrative policies and procedures and City operations. Work also involves important contacts with officials of other governmental and private agencies and the general public. Work assignments are generally given with broad statements of objectives and performed with a considerable degree of independence. Work is performed under direct supervision of the City Clerk and reviewed for the achievement of desired results.

REQUIREMENTS OF WORK

Graduation from an accredited two or four-year college or university with major course work in public policy or business administration and/or supplemented with bookkeeping, record keeping, or office practices and administration; considerable secretarial experience at the executive level including experience in municipal government; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills.
Thorough knowledge of business English, grammar, punctuation, and arithmetic.
Thorough knowledge of the principles and methods of office management and standard office procedures, systems, and equipment.
Thorough knowledge of the functions, laws, rules, regulations, and policies of the City or the ability to acquire such knowledge during a reasonable period of training.
Thorough knowledge of the operation and care of standard office equipment and machines.
Knowledge of computer software as applied to office applications.
Knowledge of the functions and departments of a governmental jurisdiction.
Ability to exercise mature judgment, maintain confidentiality, and make responsible decisions in accordance with established policies and procedures.
Ability to prioritize, organize, and perform work independently.
Ability to plan and maintain record keeping sequences and systems.
Ability to compose and prepare effective correspondence with the ability to communicate effectively orally and in writing.
Ability to deal with the public tactfully and courteously and to manage complaints in a professional manner in occasionally stressful circumstances.
Ability to establish and maintain effective working relationships with the City, elected officials, other governmental officials and agencies, other City employees, and the public and to effectively and discreetly convey information.
Ability to establish priorities and meet deadlines.
Skill in the operation and care of general office equipment including the use of devices using alphanumeric keyboards, personal computers, and related record keeping and word processing programs.

NECESSARY SPECIAL REQUIREMENTS

Must be able to pass a typing proficiency exam prior to qualification for the position.
MRCC Certified or willingness to participate in training to obtain certifications.
Notary Public or willingness to obtain certifications.
