Reporting to the City Manager, the Deputy City Manager, City Operations leads a department of more than 5,500 employees who are responsible for keeping Edmontonians working, moving and thriving every day. By leading in environmental stewardship, this department takes an integrated, innovative and efficient approach to everything they do, from moving people to clearing snow and collecting waste.
The Deputy City Manager leads four Branches that include Edmonton Transit Service (ETS), Parks and Roads Services, Fleet and Facility Services, and Waste Services. The Deputy City Manager works closely with City Council, the Executive Leadership Team, Department Leadership Teams and key external partners with a customer-centric focus, all while continuously evaluating and improving the design and delivery of services, to ensure they are safe, reliable, and easy to use.

Qualifications:

  • Knowledge or training and/or education in Business, Finance, Administration, Engineering and/or related fields
  • Experience providing executive strategic leadership in large, diverse organizations in either private and public sectors, including strategic development in a large organizatio
Responsibilities
  • Align the focus of the department with the strategic goals outlined in ConnectEdmonton and the City Plan
  • Advance Council and public trust through the provision of value added services to Edmontonians
  • Build and nurture innovative collaborative partnerships with external partners such as other orders of government and community organizations. Examples include EPCOR, local developers, and Business Improvement Areas
  • Forge ongoing internal integration with City departments and branches to deliver seamless services to Edmontonians, businesses, agencies and community groups with a focus on inclusive decision making that recognizes Edmonton’s diversity
  • Ensure effective and efficient service delivery to maintain high service standards across the four Branches in the department. This includes the maintenance and operation of City assets such as 20,000 kms of roads and active pathways, 10,300 ha of parks and open spaces, 126,000 traffic signals and street lights, 5,000+ City owned vehicles and equipment and 1,600 facilities including buildings, bridges, playgrounds, Eco Stations, waste processing facilities and other infrastructure
  • Continue to build momentum and deliver on milestones in the Hydrogen Bus Project. This project will help the City of Edmonton understand the impact of what a transition to hydrogen fuel could look like and if hydrogen is a feasible solution to convert existing fleet and reduce greenhouse gas emissions into 2025 and beyond
  • Continue to support the design, procurement and deployment of electric buses in support of the City of Edmonton’s Greenhouse Gas Management Plan. This plan identifies significant opportunities to reduce carbon emissions and maximize financial investment returns through utility savings. ETS added 40 electric buses to the fleet in 2020, and will continue to plan for the growth of the electric bus program
  • Working closely with the Chief Administration Officers in the region, implement a framework for regional transit collaboration. This will include a regional brand ARC identity and a reliable transit experience that can support attraction and retention of transit ridership and economic investment in the region
  • Working collaboratively with internal and external partners, ensure all transit spaces are safe and accessible for riders, city staff and visitors. Focused leadership and oversight will facilitate the creation of a convenient, reliable and safe transit experience for all
  • Continue the implementation of the Safe Mobility Strategy 2021-2025, adopted to help achieve the Council-mandated goal of Vision Zero, zero traffic-related fatalities and serious injuries by 2032, through safe and livable streets in Edmonton
  • Continue the implementation of the 25-year Waste Strategy which aligns programs and activities that promote waste prevention, waste reduction, reuse of materials and circular economy innovations through a Zero Waste Framework . Examples include Single-use Reduction Strategy, Extended Producer Responsibility Advocacy and Planning and Communal Three-stream Collection
  • Continue to ensure that the GBA+ process and other inclusion processes are applied in the development and implementation of services and programs
