JOB SUMMARY

We are currently recruiting for the position of a Deputy Data Protection Officer to join our newly established Strategy and Impact Directorate, which consists of three Departments: Governance, National Partnerships and Communications and Research and Intelligence Analysis. This is a key role within the Governance team, that will support the GLAA’s compliance with data protection legislation, ensuring that personal data is handled lawfully, transparently, and securely across the organisation.

The GLAA is one of the principal investigative law enforcement bodies for labour exploitation in the UK. The GLAA ensures that workers in the UK are treated fairly, properly and are protected from abuse and exploitation. We have three core functions:

  • Regulation - We regulate businesses that provide workers to the horticulture, agriculture, shellfish gathering and food processing and packaging sector. Our regulatory work includes operating a licencing scheme, undertaking inspections to ensure compliance with that scheme, and taking enforcement action where there are breaches.
  • Prevention – We work with a broad range of stakeholders locally, nationally, and internationally to help prevent workers from being exploited.
  • Enforcement - We investigate allegations of worker abuse under the Modern Slavery Act 2015. GLAA Officers conduct civil and criminal investigations and take enforcement action, including prosecutions and court orders to disrupt criminal activity. We also support victims who have been abused, in particular by ensuring they can access specialist help from our partners.

The Government’s plan to Make Work Pay included a commitment to establish a single enforcement body to enforce workers’ rights, including strong powers to inspect workplaces and take action against exploitation. Bringing together state enforcement for workers’ rights will better support businesses who want to comply with the rules, create a strong, recognisable single brand so individuals know where to go for help, and lead to a more effective use of resources and coordinated enforcement action. Bringing state employment enforcement together will create a single executive agency of the Department for Business and Trade known as the Fair Work Agency (FWA). The FWA will bring together the enforcement bodies – HMRC’s National Minimum Wage enforcement function (HMRC NMW), the Employment Agency Standards Inspectorate (EAS), the Gangmasters and Labour Abuse Authority (GLAA) and the Director of Labour Markets (DLME) strategic functions.

Responsibilities

REPORTING TO THE DIRECTOR OF STRATEGY AND IMPACT, THE ROLE HOLDER IS RESPONSIBLE FOR:

  • Act as principle point of contact for the GLAA; providing expert advice and guidance on the application of data protection legislation. You will have to deal with complex issues and will need to be able to produce accurate advice on compliance matters quickly and to a high standard.
  • Contribute to commissions from within the business and cross-government, to help ensure the proper application of data protection law and reliance on appropriate legal gateways to data processing mindful of the potential risks and outcomes associated with such.
  • Review and advise upon Data Protection Impact Assessments (DPIAs), Data Sharing Agreements and Memoranda of Understanding to mitigate privacy risks and advise on potential solutions and changes to processes/policies proposed to aid both their legal and practical application.
  • Lead on delivering content for the Information Management Group (IMG), prepare and report on the performance against data protection issues
  • Build and maintain excellent working relationships with key colleagues in the GLAA, as well as with other government departments.
  • Assist in the development and implementation of data protection policies, procedures, and training materials.
  • Work to the SIRO to deliver assurance on all aspects of the data protection act and GDPR.
  • Prepare the GLAA for the enactment of the Data (Use and Access) Act 2025
  • Log, investigate, and report data breaches in line with internal procedures and ICO requirements.
  • Respond to data subject rights requests (e.g. Subject Access Requests) in a timely and compliant manner.
