QUALIFICATIONS

EDUCATION
There is an education requirement for this position. Applicants must have at least 4-years’ experience in contracting or related positions; at least 1 year of that experience must have been specialized experience and must have provided the knowledge, skills, and abilities to perform successfully the work of the position and;
- A 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in 1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.

Responsibilities:
As the Deputy Director for Office of Procurement Operations, you will provide executive leadership over the Agency’s administration of contracts, procurement actions, and other related acquisition functions and serve as the Head of the Contracting Activity (as defined in the Federal Acquisition Regulation (FAR)) and report to the Director of OPO, who serves as the Senior Procurement Executive. If selected, you will be responsible for the general management of the operational contracting divisions in OPO, developing and managing new acquisition initiatives, reviewing contracting processes, and recommending improvements.
- Responsible for the long-range planning, development, and coordination of programs, policies, and procedures associated with acquisition management. Takes all action necessary to assure that OPO complies fully with the Federal Acquisition Regulation (FAR) and other applicable regulations, policies, and guidance.
- Review internal operations for effectiveness and efficiency, conducts program evaluation as required to assess the effectiveness of operations, and makes improvements as appropriate.
- Initiate and administer training programs for contracting and non-contracting personnel involved in the acquisition process.
- Prepare and support formal program requests to the Director providing justification for major program additions and changes. Recommendations and decisions made have a significant impact on administrative management matters such as policy development and implementation, program content, organizational structure and budget and staffing resourcedistribution.
- Establish improved methods of operation, sets standards of performance, and recommends policy and procedural changes for the most effective and economical use of resources. The incumbent evaluates cost/benefit analyses and participates in OPM’s budget planning process including analyzing and evaluating complex proposals and recommendations.
