JOB SUMMARY

The Deputy Director for Strategy, Change and Engagement is responsible for the critical delivery of the Matrix vision, strategy and business change activities required to implement the new, transformed Shared Service Operating Model across the cluster, enabling benefits realisation. The candidate will be a key individual in the Programme Executive, reporting to the Programme Director and working alongside the SCS1 leads for service, technology and Programme Operations to deliver the programme Objectives. In leading the Strategic, Change and Engagement team, the lead will work closely with all aspects of the programme, ensuring clear communication of the programme narrative, positioning within the cross-government portfolio, and necessary department change.

Responsibilities

KEY RESPONSIBILITIES INCLUDE BUT NOT LIMITED TO:

Change: The programme is adopting a ‘build for all’ approach which sees departments form part of the central team to design, test and build the solution; however, the change, transformation and communication of this into departments needs to reflect each department’s change journey. The Core team are the conduit for change activities across all departments.

RESPONSIBILITIES INCLUDE:

  • Accountable for the delivery of change and communications products required to engage Matrix stakeholders and embed the service transformation changes the programme will deliver
  • Assurance of departments’ business change and readiness activities to embed the changes

Comms: The programme has in-excess of 200 key stakeholders. A core responsibility of the lead is to ensure that the Matrix programme consistently and accurately communicates out the, ‘What’, When’, ‘How’ and ‘Why’ of each decision to ensure engagement and acceptance. Key responsibilities include:

  • Creation and ownership of the Matrix strategic narrative and programme positioning
  • Creation and ownership of all communications materials, working with local departmental teams to tailor them for their own audience.
  • Assurance of local communications activities
  • Support to programme leadership on stakeholder management.
