The position serves as Deputy Director of Human Resources for the D.C. Public Library (DCPL) and is located at the Martin Luther King Memorial Library. The Deputy Director of Human Resources is responsible for partnering with the Human Resources Director, library leadership and department heads to provide strategic human capital and organization structure that create and foster a high performing, engaging, and productive workforce
The Deputy Director of Human Resources is a business-minded, dynamic HR professional who is results-oriented and partnership focused with an approach that is responsive and aligned with business strategies. The incumbent must be well versed in the 21st century HR practices and plays a critical central role in developing, driving and effectively communicating the Library’s comprehensive vision and strategies driving by the organization’s core values.

QUALIFICATIONS & EXPERIENCE

A Bachelor’s degree from an accredited college or university in Human Resources, Business Management, Business Administration or related plus a minimum of 5 years of experience in HR principles, concepts, and practices, as well as seasoned consultative skills sufficient to provide management consultative and operating HR service involving the full spectrum of HR functions. A minimum of 3 years of experience must have been in management position that includes at least three of the following functional areas Recruitment/Staffing, Classification, Benefits & Leave, Payroll, HRIS, Employee & Labor Relations, Performance Management or at least 1 Year of Specialized experience at the next lower grade level. Human Resources certification preferred. In addition, the following is required:

  • Thorough knowledge of HR management and personnel policies, practices and principles and accurately interpret them to staff
  • Ability to maintain strict confidentiality
  • Effectively and efficiently organize, track, and maintain personnel records and other relevant documentation
  • Ability to supervise, plan, and coordinate the work of diverse staff in order to accomplish department goals and objectives
  • Ability to successfully communicate with other staff members and members of the public
  • Ability to establish and maintain effective working relationships with other staff and work as a team
  • Ability to establish priorities and organize workload effectively and efficiently while paying attention to detail
  • Ability to maintain a pleasant and productive working atmosphere
  • Keep director and/or relevant parties informed of all major issues and to recommend changes as appropriate
  • Ability to operate relevant computer systems, including hardware and software, and office machines.

Responsibilities
  • Assist in directing the implementation of services, policies, and programs through HR staff and advises library management about human resources and organization design and development issues.
  • Provide guidance and direction to other areas of human resources to include: recruitment and staffing, training and development, performance management, classification, payroll and leave/benefits.
  • Coordinates and models HR competencies and behaviors for professional and administrative HR staff. Identifies and resolves human resources issues.
  • Ensures that staff are appropriately informed and have access to relevant HR information via the internet, intranet, memos.
  • Responds to employee questions and anticipates employee issues. Develops FAQs and other educational materials, provides timely communications and information, resolves employee issues.
  • Serves as liaison to the City’s Department of Human Resources to ensure employees needs are met and goals and initiatives set for the Library HR Department are successful.
  • Works in partnership with the library’s union. Leads and participates in labor negotiations. Collects, analyses and presents pertinent data.
  • Provides guidance and proactive assistance to employees on a wide range of employee and/or labor relations issues.
  • Provide guidance and direction to other areas of human resources to include: recruitment and staffing, training and development, performance management, classification and payroll.
  • Coordinates the tracking and reporting of HR Metrics to ensure departments have the data they need to support operations.
  • Serve as agency Liaison with DCHR on elevated issue resolution: FMLA, PFL, PeopleSoft, Payroll.
  • Manage Special Projects with department with Agency Wide impact. Maintain/Enhance oversight of SharePoint page
  • Ensures that the library is in compliance with applicable state and federal employment laws; ensures compliance with established policies and procedures; oversees regular HR audits.
  • Advises management and supervisory staff on disciplinary issues.
  • Develops and maintains positive relationships with other staff and members of the public.
  • Keeps abreast of HR practices and trends by attending workshops and educational programs and reading periodicals and specialized literature; and recommends more efficient practices.
  • Attends meetings and events; participates in various teams when needed.
  • Serve as department head in absence of Director
  • Enhance communication and strategies in functional areas
  • Performs other duties as assigned
