ABOUT THE ROLE
Reporting to the EMC, the DEMC (Capability, Risk and Regional Operations [CRRO]) works within a fast-paced complex environment characterised by competing priorities and often deals with issues requiring negotiation with multiple stakeholders to form innovative and strategic solutions. The role liaises, consults, and negotiates at a senior level across agencies, government, private sector and NGOs on a range of critical issues and identifies and alerts the EMC to sensitive and significant issues as they emerge.
You will be an accomplished executive, people leader and problem solver, with senior leadership experience in emergency management and coordination of operational capability development and risk assessment activities in a complex operating environment. You will have a demonstrated commitment to working closely with critical partners and building leadership teams to deliver outcomes and ensure the highest standards of performance and integrity are achieved.
This role will require sound judgement, responsiveness, excellent stakeholder management skills, strategy and project capability, and the ability to perform under pressure.
Some of your duties will include:
- As an active member of the EMV and DJCS Emergency Management Executive Team, you will be responsible for leading the direction and delivery of the work program for the emergency management Capability, Risk and Regional Operations [CRRO] Branch, including business and project planning; managing the allocation of resources and budgets’ and ensuring effective delivery and reporting
- Leads the development and implementation of sector wide emergency management capability, risk and regional operations programs, including support to regional control and coordination, emergency management planning and associated risk assessments, regional and incident management capability development, whilst ensuring a strong focus on operational improvements.
- Drive workplace culture and practices that delivers on Government priorities and EMV’s strategic directions. This includes the scoping of work priorities and programs, the delivery of those priorities, andbuilding a high performing workforce that is safety and wellbeing focussed, service-orientated, collaborative, innovative, professional and engaged.

To be successful in this role, you will have:
- Demonstrated sound judgement and awareness of the political context, with a proven ability to perform effectively under pressure in a dynamic environment.
- Demonstrated experience in leading capability development and emergency management risk assessments, managing emergency incidents at a senior management level within either an emergency sector Agency or State/National level emergency management control environment
- Proven executive level experience in managing large, diverse groups in complex and geographically dispersed operating environments, identifying, assessing and mitigating risk, whilst ensuring the highest standards of delivery
- Proven verbal communication skills with advanced skills in writing and analysis for a wide range of audiences including the contributing to cabinet briefings and the development of business cases
- A strong knowledge and understanding of Victoria and of Commonwealth emergency management arrangements, legislation and plans, along with a working knowledge of Incident Management system
