Description Position Overview: Performs advanced administrative work overseeing and directing the daily operations and activities of the Finance Department. Responsibility includes a variety of professional accounting tasks involving budget preparation, assisting with yearly audit, preparing journal entries, accounts payable, payroll, general ledger, generating a variety of financial reports, grant, and bond transaction accounting, reconciling accounts, and performing related fiscal duties. Work includes creating spreadsheets and graphics on fiscal data and providing mentoring and guidance to department staff. Supervision is exercised over all designated personnel. Work is performed under the general supervision of the Finance Director. Essential Job Functions Provides professional support and back up to the Finance Director including research, creating analytical and fiscal reports, and providing information and decisions when needed; provides mentoring, training, and guidance to department staff. Supervises the Accounts Payable and Payroll functions; provides back up to accounts payable and payroll; ensures proper account coding of accounts payables invoices and credit card transactions, maintains, and updates the general ledger when needed and reviews for errors; reconciles various accounts; reviews Credit Card transactions and monthly reconciliations; reviews utility bills and allocations by department; creates and enters journal entries as needed. Assists with budget preparation and updating budget ordinances, publication, administration, and monitoring. Assists with preparing supporting reports for the annual audit. Assists with updating Deeds of Dedication log of new properties, locations, and valuations. Assists with Capital Planning and Budgeting. Provides internal customer service to our departments including assisting with creating and analyzing reports; assisting with troubleshooting budget and purchasing issues; providing training on policies, procedures, and software usage to new and existing employees; serves on cross departmental teams; provides related consultation and assistance. Prepares a variety of periodic reports and entries; performs reconciliations of various functions and accounts; reviews accounts and monthly statements for accuracy; assists other departmental employees and departments with accounting questions and issues. This position is responsible for creating a culture of belonging and inclusion. Works in partnership with all H2GO departments to achieve organizational goals. Performs all other duties and responsibilities as assigned. Knowledge, Skills, or Abilities Knowledge of accounting and financial principles; Governmental Accounting Standards Board (GASB) federal and state single audit requirements; applicable laws, rules, regulations and ordinances; supervisory principles; investment securities and strategies; cash/investment policies and analysis; audit policies and requirements; banking services and systems; North Carolina General Statutes; governmental purchasing procedures; Uniform Commercial Code; budget preparation procedures; forecasting techniques; cost analysis; grant based accounting. Skilled in preparing various financial reports; preparing and monitoring budgets; using computer hardware and software applications; managing and supervising various projects; applying and interpreting accounting and financial principles; analyzing and interpreting financial data; evaluating investment risks; developing and implementing investment strategies; analyzing and preparing contracts; training employees; monitoring and evaluating employees; compiling information for grant reimbursement requests and compliance; administering and evaluating bond projects; developing goals and objectives; evaluating insurance risk management; and communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction. Requirements Education, Experience, and Other Requirements Bachelor’s degree in accounting or business and considerable professional level experience in accounting, preferably in the public sector; or an equivalent combination of education or experience. Strong Microsoft Office Suite and computer skills including Excel and Word. Ability to be bonded in the State of North Carolina. NC Certified Finance Officer certification preferred or ability to obtain within two years of employment. Valid driver’s license.
