Description JOB DESCRIPTIONTitle: Deputy Fire ChiefFLSA Status: ExemptReports To: Fire Chief GENERAL PURPOSE Under general direction of the Fire Chief, the Deputy Fire Chief serves as second-in-command. This role blends operational leadership with robust administrative support to enhance departmental efficiency. The Deputy Chief oversees daily readiness, personnel management, compliance, training, and incident command; supports budget and data-driven decision-making; and supports the administration of the Building Department and other Village functions. This role is responsible for emergency fire, rescue, and medical incidents; provides support functions, including vehicle and equipment maintenance, emergency responses, records and reporting duties, and emergency medical treatment for medical and trauma emergencies. Plans, organizes, directs and controls fire, rescue and medical service functions within applicable laws, codes, rules and regulations. Assists with administration of the Building Department; supervises all full-time, part-time and paid-on-call personnel. The Deputy Chief administers all facets of the Fire Department in the absence of the Fire Chief. Teamwork & Collaboration: Works cooperatively with colleagues and leadership to meet departmental and Village-wide objectives. ESSENTIAL RESPONSIBILITIES Leadership & Personnel Management Lead daily roll call; confirm staffing levels and ensure shift coverage. Supervise Captains, Lieutenants, and other supervisory staff; promote clear communication and accountability. Address personnel matters (conflict resolution, performance concerns, and leave approvals) and mentor emerging officers. Ensure training schedules, daily drills, and continuing education are conducted and properly logged. Incident Readiness & Operations Oversight Review daily readiness reports; verify apparatus, equipment, and facilities are fully operational. Monitor ongoing incidents; step in with additional leadership as needed. Review and update pre-incident plans for high-risk occupancies/events; allocate resources to maintain response times. Direct dispatch and deployment of manpower and equipment for emergency and non-emergency responses; perform Firefighter/EMT duties as needed. Safety & Compliance Conduct/oversee safety checks; review injury reports, near-miss events, and equipment inspections. Ensure adherence to departmental policies, safety protocols, and applicable laws/codes (e.g., OSHA/NFPA); prepare for audits/inspections. Administrative & Budget Support Review incident reports, training logs, overtime requests, and other departmental documentation daily for accuracy and timeliness. Assist in preparation, implementation, and evaluation of the annual budget; monitor overtime, supply usage, fuel costs, and other expenditures. Oversee or approve daily/weekly staffing schedules, support procurement of materials, supplies, services, and equipment. Track and analyze key performance metrics (response times, call volumes, training hours, equipment status). Communication & Coordination Lead morning/shift-change briefings; ensure consistent information flow to officers and crews. Serve as liaison to Police, EMS, Public Works, mutual-aid partners, and other external agencies. Support community outreach; address public concerns regarding fire safety, inspections, or incidents. Participate in Village staff meetings and serve on Village committees as assigned; assist with Building Department administration. Emergency Response Leadership Assume Incident Command during large-scale fires, mass-casualty incidents, and other critical events, following ICS principles. Make strategic decisions, coordinate mutual aid, and allocate resources effectively. Lead post-incident debriefings; capture lessons learned and drive continuous improvement. Planning & Preparedness Align daily activities with departmental goals in collaboration with the Fire Chief. Manage projects (apparatus purchases, station upgrades, technology implementations, and community risk reduction initiatives). Ensure preparedness for seasonal hazards and special events, coordinate emergency drills. Daily Key Performance Indicators (KPIs) Measure and analyze response time trends and unit availability Manage and identify staffing levels, overtime usage, and schedule adherence Manage Equipment/apparatus status and maintenance needs Coordinate training hours logged and compliance with required curriculum Maintain accuracy and timeliness of incident reporting Requirements MINIMUM QUALIFICATIONS OSFM Advanced Fire Officer (Fire Officer II) and Fire Service Instructor II State of Illinois EMT-Basic certification Minimum 7 years progressively responsible fire service experience with Officer/Command responsibilities; proven supervisory ability State of Illinois Class B Non-CDL driver’s license (or equivalent) Thorough knowledge of modern fire administration, emergency medical techniques, fire prevention/suppression, equipment operation, and ICS/NIMS Proficiency with Microsoft Word and Excel Ability to interpret and follow Village and Fire Department rules, regulations, and policies PREFERRED QUALIFICATIONS State of Illinois Licensed Paramedic OSFM Chief Fire Officer Bachelor’s degree in Fire Science, Public Administration, Emergency Management, or related field --- PHYSICAL DEMANDS & WORK CONDITIONS Requires availability for emergency callback and incident response outside standard business hours. Duties involve exposure to hazardous environments during emergency operations and may require lifting, climbing, and operating in adverse conditions. Requires ability to lift and/or move up to or exceeding 100 pounds.
