Job Details Position Title Deputy Head - Airside Operations Reports to Chief Operating Officer Division Operations Grade Department Airside Operations Job Purpose Purpose of the job role is to ensure the aerodrome operations and infrastructure are in compliance with GCAA regulations and to ensure safe and efficient aircraft operation in Ras Al Khaimah International Airport. Functional Accountabilities Area of Contribution Key Activities Documentation Make sure Aerodrome Operations Manual, Wildlife Hazard Management Plan and SOPs are revised and updated as per requirement. Aeronautical Information Management Ensure Aeronautical Information published is reviewed periodically and updated information is published. Participate in GCAA National Technical Committee Meetings Inspections Ensure that Airside is inspected by ADOs as per GCAA CAR ADR guidelines and all deficiencies are addressed. Coordinate with Airport Management and conduct monthly movement area inspections. Data Gathering Gathering of Airside operational data, analyzing it, identifying the trend, and implementing the mitigation as required Investigation Investigate all accident/ incident in the airside and submit preliminary investigation report for further investigation and preservation of evidence for post-accident investigation. Training Provide Airside awareness training for internal and external stakeholders and competency training for ADOs. Ensure that ADP training syllabus is updated and proper conduct of training and assessment before approval of ADPs. Wildlife Management Ensure that wildlife inspections are conducted, and control measures are employed. Conduct 13 km wildlife survey and share inspection reports with RAK DCA for corrective action if required. Aerodrome Safeguarding and Obstacle Management Represent RAK Airport in the Emirate committee for airspace management. Assess the construction proposal for impact on RAK airport operations before approving and issuances of NOC. Conduct OLS inspections and generate inspection reports. Coordinate with RAK DCA to rectify the deficiencies. Participate in GCAA Aerodrome Safeguarding audits. Establish contract with survey service provider and coordinate with service provider for timely obstacle surveys. Audits Represent Airside Operations in internal and external audits and timely closing of audit findings. Budgeting Preparation of Airside Operations CAPEX and OPEX. Ensure resources are available for smooth functioning of the department. Apron Management Develop and maintain apron management plan and ensure that aircraft parking stands are allocated in accordance with the SOP stand allocation. Airside Project Management Participate in Airside Project Meetings. Monitor and manage all Airside Project work for safety and operational compliance. Safety Define the work of teams and individuals to achieve objectives with due regard for safety issues Establish and maintain contact on safeguarding issues with the local planning authorities Assess proposed development against safeguarding criteria. This should include aerodrome licensing requirements, Public Safety Zones policy, the safeguarding of aids to navigation and lines of sight from the Visual Control Room to aerodrome operational areas Calculate appropriate runway declared distances for normal and obstacle restricted operations. Monitor immediate airport environs for safeguarding purposes, including temporary obstacles. Ensuing those services are delivered, as far as reasonably practicable, in a safe manner Observing performance and correcting failures in documented standards Ensuring that, when required, department personnel participate in internal and external audits Ensuring that all OLS related issues are reported in line with airport requirements Ensuring that personnel of the departments are trained and competent to discharge their duties Ensuring hazard identification and risk management activity with proper Management Of change process (MOC). Ensuring the risk register is reviewed on half yearly basis Representation Represent RAK Airport in meetings with internal and external stakeholders Emergency Management Respond to all emergencies in the Airport and perform the functions of tactical command as per Aerodrome Emergency Plan Manpower Management Manage the team of ADOs for their best performance. Manage the ADOs roster and ensure the ADO position is manned around the clock. Record Keeping Maintain all airside records up to date Managerial Accountabilities Area of Contribution Key Activities Daily Operations Ensure smooth functioning of day today Airside Operations Aeronautical Information Management Ensure updated Aeronautical Information is available for the aviation community Training Ensure Airside Operations staff are trained and competent for performing their duties and responsibilities Emergency Management Ensure aerodrome emergencies are handled well from Airside Operations perspective Wildlife Management Ensure control over wildlife activity by inspection and deterrence Aerodrome Safeguarding Inspect the obstacles, assess the impact of obstacles and ensure obstacle free environment for aircraft operation Communication & Working Relationships Internal With all department managers and heads Reasons for Interaction Coordination for efficient airside operation External RAK DCA, RAK Municipality, GCAA Airlines, ADNOC and Alpha Catering. Reasons for Interaction For safe and efficient airside operations Qualifications, Experience, & Skills Qualifications Educational Qualifications Graduation or equalling Professional Qualifications Certification in airside operation management and safety management system EXPERIENCE Required Experience Minimum of ten years of experience or more Other Requirements Candidate should have a valid UAE Light Motor Vehicle driving license. Must be Mentally and physically fit to work in hard aviation environment.
