This full-time permanent position is located within the Bureau of Information Technology Services, Division of Business Management, Department of Transportation. This position offers a hybridized work schedule. The individual hired will be headquartered at and required to work from the Hill Farms State Office Building on the near west side of Madison at least 2 days per week. We are also conveniently located close to the restaurants, shopping, and entertainment of the Hilldale Mall. All employees are expected to telework from within the State of Wisconsin. POSITION SUMMARY

In this role, you’ll oversee professional IT leaders/supervisors responsible for developing high performance teams supporting all IT operations including infrastructure, security, application development, desktop support, service desk, enterprise architecture, project management, IT governance, finance, procurement, and asset management.
This position provides leadership to the bureau and ensures the use of industry standard processes and best practices; develops high performance IT teams ensuring optimum effectiveness of IT staff and resources; aligns the technology resources with departmental needs; implements and monitors IT metrics and service level agreements to meet customer expectations; and establishes and promotes a culture of collaboration, continuous improvement, and experimentation and learning.

You will also collaborate with and assist the Director/Chief Information Officer (CIO) in:

  • Leading the agency-wide IT program including the development, planning, and execution of strategic initiatives
  • Participating on the IT management team in deliberations and decisions on management and technical solutions having bureau-wide, agency-wide, and state-wide implications
  • Providing day-to-day management functions in the absence of the Director/CIO

MINIMALLY QUALIFIED APPLICANTS MUST DETAIL HAVING EXPERIENCE IN ALL THE FOLLOWING IN ORDER TO BE CONSIDERED:

  • Leading IT planning initiatives and applying enterprise level IT best practices
  • Significant experience directing IT services in a large organization (performing duties such as developing vision and strategy, resource management, vendor management, etc.)
  • Planning and leading IT transformational initiatives in a complex and dynamic environment by using emerging technologies and/or methodologies
  • Setting strategic direction for and overseeing the design, development, operation and/or support of IT systems and/or programs (i.e. enterprise architecture management, application management, security and risk management, infrastructure and operations support management, etc.)

IN ADDITION TO HAVING EXPERIENCE IN ALL THE ABOVE, WELL QUALIFIED APPLICANTS WILL ALSO DETAIL THEIR EXPERIENCE IN ONE OR MORE OF THE FOLLOWING:

  • Budgeting, planning, and allocating resources in a fiscally responsible manner to support the organization’s mission and/or business priorities
  • Developing collaborative teams by directing, coaching, leading, and/or mentoring team members to ensure alignment with business goals/objectives
  • Establishing and maintaining collaborative relationships at all levels of the organization including high level leadership/management
