Position: Deputy Municipal Engineer
Salary: Pay Band 11, Non Union ($132,350 to $154,830)
Reports to: Corporate Leader – Operations/Municipal Engineer

QUALIFICATIONS AND EXPERIENCE:

  • 4 year University degree in Engineering is required;
  • Professional Engineering designation is required;
  • Must have 8 years of progressive leadership experience in related field;
  • Must have experience in development of long term planning of Infrastructure Maintenance and Utilities and Energy Management;
  • Must have experience as a leader of complex strategic projects and overseeing major cross-functional initiatives in a diverse, complex and multifaceted organization;
  • Must have experience leading large-scale transformational change initiatives and delivery of programs that create service improvement and efficiencies, and involve multiple stakeholders;
  • Must have experience developing effective relationships, both internally and externally;
  • Project Management Professional designation is an asset
  • Valid Ontario driver’s license
  • Clear police clearance

KNOWLEDGE AND SKILLS:

  • Demonstrate leadership and administrative skills to plan, direct, lead and coach technical experts.
  • Understanding of municipal infrastructure, design, and system modelling.
  • Skills in providing service centered leadership and building professional relationships with internal and external stakeholders;
  • High level of interpersonal and multidisciplinary project management skills
  • Ability to manage competing priorities and demands in a rapidly changing environment;
  • Ability to prepare reports, correspondence, presentation material and Council reports;
  • Sound judgement and discretion skills at a senior management level;
  • Comprehensive knowledge of and ability to interpret and administer a variety of regulations, Acts, contractual agreements, policies and guidelines;
  • Demonstrate verbal and written communication skills at senior management level.

Responsibilities

PURPOSE OF POSITION:

Reporting to the Corporate Leader – Operations/Municipal Engineer, the Deputy Municipal Engineer is responsible for the administration of Engineering and Infrastructure and Utilities and Energy Management.
As a member of the Senior Leadership Team (SLT), the Deputy Municipal Engineer is responsible for overseeing all matters related to service delivery of Engineering and Infrastructure and Utilities and Energy Management. This position may be assigned as the back up to the Corporate Leader – Operations/Municipal Engineer position.

MAJOR RESPONSIBILITIES:

  • Direct activities of Engineering and Infrastructure and Utilities and Energy Management
  • Keep current on industry trends, emerging technologies, and best practices related to project management. Evaluate their potential impact on the organization and recommend strategies for adopting new technologies or approaches to drive innovation.
  • Ensure seamless integration and coordination of large scale Engineering and Utilities and Energy Management initiatives by providing support
  • Oversee and manage the Consolidated Linear Infrastructure (CLI) process involving participation and feedback from multiple divisions in Operations.
  • Align divisional objectives with the organization’s overall goals, considering factors such as cost efficiency, quality, safety, and external stakeholder satisfaction.
  • Direct the development and preparation of policies, procedures and systems as it relates to Engineering and Utilities and Energy Management to ensure the effective operation of respective divisions;
  • Ensure compliance with all regulations, bylaws, legislation, health and safety practices within the respective divisions;
  • Assess and improve operational processes, systems, and workflows to enhance efficiency, productivity, and effectiveness. Identify areas for optimization, automation, and cost reduction while maintaining high standards of quality and safety.
  • Ensure the implementation of best practices in project management and the corporate project management framework; and,
  • Other duties as assigned.
