THE ROLE The Deputy Plant Manager - Operations Excellence will serve as the second-in-command at Anisa International's Tianjin manufacturing facility, driving operational excellence across 300+ employees while deputizing for the General Manager. This role is critical to achieving our manufacturing transformation goals and supporting revenue growth through improved efficiency, quality, and delivery performance. The ideal candidate will bring strong operational leadership experience in cosmetics or consumer goods manufacturing, proven ability to implement lean manufacturing systems, and exceptional cross-functional collaboration skills. This position requires someone who can balance daily operational execution with strategic initiatives, manage complex stakeholder relationships, and drive continuous improvement culture throughout the organization. Fluency in Mandarin and English is essential for bridging headquarters requirements with local execution. POSITION RESPONSIBILITIES Operational Leadership & Performance Management * Lead daily manufacturing operations across injection molding, assembly, decoration, and packaging; ensure safe, stable, and efficient execution across shifts. * Own plant execution rhythm (tier meetings, visual management, daily KPI review) and drive rapid escalation and resolution of constraints. * Partner with Planning to improve schedule adherence, capacity utilization, and inventory performance across a high-mix portfolio (800+ SKUs). * Improve quote-to-cash and order-to-ship cycle time through process and handoff optimization. Lean / Continuous Improvement System * Design, implement, and sustain a site-wide continuous improvement program (5S, Kaizen, SMED, TPM, standard work) with quantified targets and benefits tracking. * Lead structured problem solving (A3, 5-Why, fishbone, root cause and corrective action) to reduce recurring losses in quality, downtime, scrap, and rework. * Build capability by training and coaching supervisors and engineers in CI tools and data-driven decision making. People Leadership & Culture * Develop and mentor the operations leadership team; set expectations, provide feedback, and build succession plans for critical roles. * Drive a culture of accountability, respect, and continuous learning; ensure leaders model strong shop-floor presence and coaching behaviors. * Partner with HR on workforce planning, training, and engagement initiatives to improve retention and skill depth. Quality, NPI, and Customer Partnership * Partner with the Quality Director and NPD/NPI Director to ensure stable launches and smooth scale-up, protecting quality and delivery during new product introductions. * Translate customer requirements from U.S. and global stakeholders into clear operational plans, standards, and work instructions. * Support customer visits, audits, and corporate reviews; communicate progress, risks, and mitigation plans clearly. Safety, Compliance, and Financial Stewardship * Own safety leadership for operations; maintain compliance with local regulations and relevant international standards; drive toward zero recordable and lost-time incidents. * Manage operational budgets (labor, overhead, and consumables) and support capital planning; identify and execute cost-reduction opportunities without compromising quality or service. Digital & Analytics Enablement * Improve data reliability and reporting for shop-floor decision making; partner with IT/Systems teams to strengthen ERP execution and production analytics. * Leverage data to identify loss drivers, prioritize improvements, and sustain gains. MINIMUM QUALIFICATIONS * Bachelor's degree in Engineering, Operations Management, or related field required; MBA or Master's preferred * 10+ years progressive manufacturing management experience in cosmetics, consumer goods, or similar industry * 5+ years senior operations leadership experience managing 100+ employee operations * Fluency in Mandarin and English (spoken and written) required for global stakeholder management * Proven track record of operational improvements: cost reduction, efficiency gains, quality improvements * Lean Six Sigma Black Belt or equivalent continuous improvement certification strongly preferred * Experience with Western multinational companies and understanding of global business practices Knowledge, Skills, Abilities * Deep expertise in manufacturing processes including injection molding, assembly, and packaging operations * Strong leadership and people management skills with ability to motivate and develop large, diverse teams * Advanced problem-solving capabilities using data analytics, root cause analysis, and structured methodologies * Excellent project management skills to drive multiple improvement initiatives simultaneously * Strong financial acumen including P&L management, budgeting, and cost analysis * Outstanding communication and presentation skills for customer visits and executive reporting * Cultural sensitivity and ability to bridge Eastern and Western business practices effectively * Strategic thinking balanced with hands-on operational execution capabilities * Proficiency in ERP systems (SAP, Oracle preferred) and manufacturing analytics tools
