Position Title Deputy Project Manager Position Classification Non-Exempt (SCA Covered) Position Type This position is scheduled to support Government operations, generally Monday through Friday. Magazine, shift, and as-needed operations outside of normal Government working hours (including holidays and base closure days) may be required to meet the mission of SWFPAC / MCSFBN. Work Location Naval Base Kitsap, Bangor, WA Position Description The Deputy Project Manager supports the Project Manager in the overall program management of Contractor personnel performing logistics support services for SWFPAC and MCSFBN. The Deputy acts on behalf of the Project Manager during periods of absence and assists in the coordination, supervision, and administration of contract performance across all seven functional areas, including Arms, Ammunition and Explosives (AA&E) operations. Aligned to the UXO Technician II labor category, this role requires demonstrated experience handling, storing, and transporting ammunition and explosives. Essential Position Functions * Assist the Project Manager in the daily coordination, management, oversight, and supervision of Contractor personnel to ensure complete performance of PWS requirements. * Act as the designated alternate for the Project Manager and serve as a Government point of contact when the Project Manager is absent. * Support personnel management functions, including tracking and monitoring employee training, certifications, and qualifications. * Assist in establishing programmatic goals, monitoring organizational performance, and assessing and mitigating risk. * Support management of AA&E operations and explosive transportation movements in accordance with DOD, Navy, and Marine Corps regulations. * Maintain certification to handle Hazard Class/Division 1.1 - 1.4 Explosives and support the Qualification/Certification (Qual/Cert) Program. * Assist in resolving Contractor employee problems and monitoring employee performance for efficient use of time. * Current, or the ability to obtain, a Secret security clearance. * Advanced Office Automation/PC keyboarding skills, advanced Microsoft Office Suite experience, and advanced office management skills. Competencies for the role The Deputy Project Manager demonstrates strong leadership, organizational, and logistics management skills, with specialized knowledge of ammunition and explosives handling, storage, and transportation. This role requires the ability to assume program management responsibilities and ensure compliance with applicable safety and security regulations. Physical Requirements for the role This position is performed in magazine, range, warehouse, and transport environments. The role requires the ability to lift and move ammunition and explosive materials weighing up to 50 pounds, frequent standing, walking, bending, climbing, and the ability to operate or ride in transport vehicles for extended periods. The role also requires the ability to work at a computer for data entry and reporting. Reports To Assigned Project Manager Supervisory responsibilities Shared supervisory authority over Contractor personnel in support of and on behalf of the Project Manager. Work Environment The work environment is primarily a warehouse, magazine, and light industrial setting with exposure to varying temperatures and weather conditions when conducting transport, range, and outdoor operations. Personal Protective Equipment (PPE), including steel-toed footwear and foul/cold weather gear, is required. Work supports adherence to established safety, security, and organizational policies. Security Clearance Requirements Secret Travel Requirements Travel within Washington State, including to off-base firing ranges (Joint Base Lewis-McChord and Yakima), is required in support of transport and operational requirements.
