JOB SUMMARY

The Deputy SHEF Advisor (E&EP) is responsible to the Station Commander (Stn Cdr) / Head of Establishment (HoE), through the Station SHEF Advisor, for the overall management and compliance of Environmental Protection and Fire Safety Legislation in accordance with the implementation of Legislation and MOD, Command and Station Environmental Protection and Energy policies and guidance.
This fast-paced SME role requires a high degree of Energy and Environmental Protection Management knowledge and communication skills, that allow effective interaction at all levels of rank, both Service and civilian, and across internal and external agencies.
This position is advertised at 37 hours per week.

JOB DESCRIPTION

  • Advise and assist the Station Commander /HoE, Station executives and line management in conjunction with specialist officers, on all aspects of Energy and Environmental Protection (E&EP) matters.
  • Maintain and review the E&EP elements of the Station Health and Safety Action Plan, Site Risk Assessments, Station Organisation & Arrangements statement, and Station SHEF Manual.
  • Develop and implement a SHEF audit programme with the agreement of the Stn Cdr/HoE, producing written reports and evaluations to enable targets to be set to ensure continual improvement.
  • Liaise with Air Safety Centre (ASCen) on behalf of the Station, on the application of E&EP legislation.
  • Arrange for records of accidents and dangerous occurrences to be maintained and reported to ASCen and the Health and Safety Executive (HSE) as required. Assist management in determining causes of accidents making recommendations to prevent re-occurrences.
  • Monitor the administrative effectiveness of Health Surveillance and Monitoring and as the Hearing Conservation Officer, arranging, carryout and produce Noise Assessment Reports as required.
  • Maintain an awareness of developments and best practices in energy management through liaison with local energy working groups, Government departments and the attendance of relative training courses, conferences, and trade exhibitions.
  • Liaise with the local Defence Infrastructure Organisation (DIO) and Maintenance Management Organisation (Vinci) Contractors on all E&EP related matters that affect the Station infrastructure, and with Squadron and Flight Commanders on all environmental matters which may affect work processes. Liaise with contractors and consultants to ensure their activities do not place the Station at risk of non-compliance.
  • Immediately attend, investigate, and report on environmental incidents and complaints on and off the Station relating to environmental matters, in conjunction with the appropriate section representative.
  • Promote awareness of energy and environment related issues, both on station and within the local community, notably achievements and the Station’s commitment to socially and environmentally responsible behaviour.
  • Advise on training requirements and provide briefings on SHEF management at RAF Benson for all Service persons, civilian personnel, and contractors.
  • Maintain and enhance the promotion of SHEF awareness of all employees through the distribution of health and safety information through meetings, audits, notice boards, briefings, and the intranet.
  • Carry out EP inspections of hazards within workplaces at the request of Line Management, SHEF Representatives or employees referring adverse conditions to the Stn Cdr/HoE.
  • You are to undertake Human Factors Training as soon as possible on arrival and ensure that you maintain your currency throughout your period in post.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
