Australia – Solomon Islands Program Support (ASIPS+) Facility The Australian Government, through the Department of Foreign Affairs and Trade (DFAT), has contracted DT Global to establish and manage its multi-sectoral facility, Solomon Islands Program Support (ASIPS+). ASIPS+ is the next phase of Australia’s partnership with Solomon Islands, and will provide logistical, operational and administrative support to Australia’s policy priorities and development program delivery in Solomon Islands. ASIPS+ works across the Australian bilateral aid program, as well as provides support to the Australian High Commission administrations in Honiara. The in-country ASIPS+ Facility Support Unit (FSU) operates in a complex and evolving context, providing operational services to enable DFAT to meet its goals and objectives in Solomon Islands. The range of support includes, but is not limited to: · Procurement and contract management of technical assistance in Solomon Islands and remotely, and support to performance management across all sector programs; · Provision of support services (including logistics and security management) for Australian Government’s deployees and technical advisers; and · Strategic advice, management and reporting, including program management (education), infrastructure technical management, monitoring and evaluation, strategic communications financial management and grant management. · The integration of the cross-cutting issues of gender equality, disability and social inclusion, climate change, indigenous participation and localisation throughout program delivery. Overview: The Solomon Islands-Australia Partnership for Economic Governance commenced in January 2022 and is a AUD 45 million investment where Australia partners with the Solomon Islands Government (SIG) to support its critical priorities over four years. The goal is to build economic resilience and promote policies and practices for sustainable economic recovery and growth. Australia’s objective for this program is to strengthen accountable and inclusive governance in partnership with SIG other stakeholders. The program will contribute to the goal through 3 end-of-program outcomes. EOPO 1 PUBLIC FINANCIAL MANAGEMENT: Contribution to more effective and accountable public financial management systems and practices. EOPO 2 BUDGET SUSTAINABILITY: Contribution to more sustainable fiscal management. EOPO 3 GROWTH AND RESILIENCE: SIG progresses economic reforms for enhanced growth, inclusion and resilience. MNPDC is a central ministry of the Solomon Islands Government, responsible for developing national development strategies, medium-term development plans, and administering the preparation and implementation of the country’s annual Development Budget. The Ministry plays a key role in ensuring integrated planning and budgeting processes, strengthening links between planning and resource allocation, and monitoring the implementation of development programs and projects. The Strategic Planning and Budget Allocation Division coordinates implementation of the National Development Strategy (NDS 2016-2035), five-year rolling Government’s Medium Term Development Plan (MTDP), coordinates the Development Budget preparation process, including bidding and appraisal, prioritisation, and ensures submissions meet planning and Public Financial Management Act guidelines. The Division also supports ministries and other stakeholders through the Social Development and Governance Division, Economic and Productive Sector Division, Development Cooperation Division with regards to donor data and information and Program Quality Division which mandated to monitor, evaluate and prepare implementation report on development programs and projects. For more information, please see www.dt-global.com The Role The Advisor will support the Ministry of National Planning and Development Coordination (MNPDC) to strengthen the Medium-Term Development Plan (MTDP) preparation and Development Budget allocation process. This will include strengthening the bidding process, appraisal, prioritisation and reporting mechanisms, and exploring options to embed project assessment and cost-benefit analysis into the development budget cycle. The role will focus on enhancing integrated planning and resource allocation to ensure alignment with national development strategies, medium-term plans and sector investment plans such as Solomon Islands National Infrastructure Investment Plan (SINIIP). It will also support MNPDC and the line ministries to develop well designed project proposals that contributes to the achievement NDS KPIs, national targets and outcomes. The Advisor will work with the Strategic Planning and Budget Allocation Division, which coordinates the annual Development Budget process and ensures submissions meet planning and Public Financial Management Act guidelines. The Division also operates as Secretariat to the MNPDC Standards Committee and plays a supporting role in monitoring implementation of development programs and projects. Click on the link or copy paste it to access the full Terms of Reference for this position: https://shorturl.at/6ytq4 About You You will need to have the following: Key selection criteria Qualifications · Advanced degree in economics, public financial management, development planning, or a related field will be highly regarded Experience · Proven experience in government budgeting processes, including bidding, prioritisation, and reporting. · Proven experience in applying economic analysis tools and providing advisory support on Public Investment Management · Demonstrated ability to apply project assessment methodologies in public investment planning. · Strong understanding of integrated planning and budgeting frameworks within government contexts. · Experience working with central planning agencies and ministries in developing countries. · Proven experience working with central planning agencies and ministries in developing countries, with preference for experience in Pacific Island countries or Small Island Developing States · Excellent analytical, communication, and stakeholder engagement skills. · Ability to build and transfer capacity and provide technical advice to government officials and development partners. · Familiarity with Public Financial Management Act guidelines and national development strategies.
