QUALIFICATIONS:
- Bachelor’s or post-graduate degree in Urban Planning, Real Estate, Geography, Urban Studies, or a related field.
- Minimum of 3-5 years of experience in development planning in either the private or public sector.
- High attention to detail and strong work ethic.
- Strong analytical and research skills.
- Takes initiative and able to work both independently and in a collaborative environment.
- Great organizational skills and ability to assist in many projects that are all high priority and deadline focused.
- Strong project management skills, including the coordination of multi-disciplinary project teams.
- Excellent verbal, written and interpersonal communication skills.
- Knowledge of Microsoft Excel, PowerPoint, Project, Word, Outlook, and the ability to learn and master new applications.
- Desire to learn and grow professionally.

Responsibilities:
THE ROLE:
The Development Manager at Paragon Living will manage the development process from site acquisition to municipal approvals. They will assess zoning factors, manage documentation, handle rezoning applications, and collaborate with teams, consultants, and stakeholders. They will also manage budgets, schedules, and project records, ensuring efficient and cost-effective project completion.
KEY RESPONSIBILITIES:
- Assisting projects through the development process from site acquisition to development concept, to municipal approvals and permitting.
- Provide initial assessment relating to zoning regulations, environmental constraints and existing infrastructure to the Director of Capital relating to projects in pursuit.
- Prepare agendas, maintain minutes, and distribute takeaways/follow-ups for all internal and external planning project meetings.
- Prepare and submit applications, technical reports, and presentations for rezoning, variances, conditional use permits, and other necessary approvals.
- Work effectively with internal teams, clients, government agencies, and community stakeholders throughout the development process.
- Work collaboratively with consultants to complete and address comments received from planning authorities and regulatory agencies, as well as maintaining professional relationships with them.
- Direct and participate in the preparation of reports and studies related to development projects, providing guidance, technical advice and approvals as required.
- Assist in building and managing project budgets and forecasts.
- Manage project budgets, schedules, and resources to ensure timely and cost-effective development of projects.
- Maintain project files and records, including running list of external consultants, timelines for development projects, and milestones in the approval processes.
- Other duties as assigned.
