WHAT YOU’LL NEED

To be successful in the role, we are looking for:

  • Enthusiastic, knowledgeable person familiar with all aspects of public land bidding and delivery including land sales, commercial, technical, design, legal aspects.
  • Ideally qualified to degree standard in a relevant subject, e.g. Planning, Property Surveying, Technical Engineering, and with membership of a Professional Institute.
  • Excellent organisation and time management skills.
  • Sound commercial awareness and ability to identify opportunities and present to the business.
  • Excellent written and verbal communication skills.
  • Highly numerate, able to present complex financial information (including development appraisals and cashflows) in a clear format with a high degree of accuracy.
  • Ability to present effectively to all audience levels.
  • Able to work on own initiative, with the drive to take ownership of projects.
  • Articulate, clear and credible, and able to thrive under pressure in a fast-paced environment.
  • Able to communicate with a wide range of people, engender rapport and trust, and develop and maintain key contacts.
  • Exceptional negotiating and influencing skills; a confident and professional networker.
  • An innovative thinker, with the drive to seek out and pursue potential development opportunities.
  • Strong administrative and IT skills are essential.
  • Excellent knowledge of Homes England, Housing Associations and experience of developing successful relationships.
  • A driving licence is required with occasional regional and national travel expected as part of the job.
Responsibilities

WHAT YOU’LL BE DOING?

Reporting to the Development Director you will identify and successfully bid public sector land and partnering opportunities. To play a key role in securing large scale, complex development and regeneration schemes to meet the needs and targets of the business. .

Your responsibilities will include:

  • Track and identify all relevant development opportunities across England, Scotland and Wales through a range of methods, e.g. thorough monitoring OJEU portals and existing Housing Frameworks.
  • To ensure BP Directors, Divisional Development Directors, Managing Directors and Regional Managing Directors are effectively briefed
  • Manage compliant, high quality bids to acquire land for divisions through the stages of Pre-Qualification Questionnaires, Selection Questionnaires, Soft Market Testing, Expression of Interest, Stage 1 Sifting Submission and Stage 2 ITT Submissions.
  • Liaise with relevant divisional departments, e.g. Land/ Technical/Commercial/Sales/Finance, and external consultants if required (e.g. architects / graphic designers) throughout the bid process.
  • To ensure professionals/consultants are effectively briefed on company and client requirements.
  • Prepare financial information in public sector Tender Forms and development appraisal templates. Present clear financial proposals to land owners, which reconcile to the information provided by Division and are signed off by the Finance Director.
  • After contract exchange produce accurate reporting, lead monthly meetings with landowners to ensure good relationships.
  • Lead on maintenance and growth of Barratt Partnerships’ Bid Library and marketing material, identifying new and emerging topics/themes.
  • Lead on new/changing Government Policy, Group Policy and public land initiatives working with relevant Group functions and producing briefing papers as required.
  • To lead and provide project management on major projects, complex procurements and other relevant duties as required by the Development/Project Director.
  • Ensure provision of information in timely and accurate manner to assist with/ drive the production BP Reporting on public land, strategic land and affordable housing.
  • Promote and act in accordance with Group values, Partnerships Policy and Delegations of Authority, systems, policies and procedures.
