Fiji Program Support Platform (FPSP)  * Locally engaged personnel – December 2027 with possible 2-year extension  * Reserved for Fiji Nationals only * Suva, Fiji with travel to Divisions  FPSP Overview:  The Fiji Program Support Platform (FPSP, or the ‘Platform’) is a Department of Foreign Affairs and Trade (DFAT) investment that will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.  The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.  The Platform has three functional Outcomes:  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.  2. The Platform has prioritised gender equality and disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji agencies.  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance and public diplomacy, effective decision making and risk management.  The Platform implements over fifty percent of Australia’s bilateral development support to Fiji across a range of sector programs in education, health, Australia Awards, disaster response, cyclone recovery, social infrastructure and technical assistance to improve public sector governance in Fiji.    The Platform integrates cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate and disaster resilience, across sectoral programs. In particular, the Platform seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.  Master Plan and Fiji Social Infrastructure Program (FSIP) Overview: Australia is supporting Fiji to deliver an infrastructure Master Plan for a new national hospital – a critical first step towards health system transformation. The Master Plan is being delivered in multiple stages and requires coordination across multiple Fiji Government and development partner stakeholders (including multilateral development banks). Australia is also supporting Fiji’s health sector through the Fiji Social Infrastructure Program (FSIP). FSIP delivers upgrades to health (and education) facilities, including the delivery of immediate repairs at Colonial War Memorial (CWM) Hospital under the Priority Infrastructure Plan (PIP) while longer-term master planning for a new national hospital is undertaken   Position Summary:  The Development Partner Facilitator is responsible for day-to-day coordination of MHMS engagement on the Master Plan for a New National Referral Hospital, and for supporting development partner coordination related to the CWM Hospital Priority Infrastructure Plan (PIP).  Based within MHMS, the role serves as the central coordination point for the Master Plan, working closely with CWM Hospital leadership, MHMS divisions, DFAT, Platform Health and Infrastructure teams, relevant government ministries, consultants and other key development partners to ensure coherent planning, effective information flow and timely decision-making. The position supports consolidation of MHMS inputs and priorities, and ensures leadership directions, operational requirements and technical considerations are consistently reflected across planning and implementation activities. In addition, the role supports broader development partner coordination in line with MHMS strategic objectives, including aligning external assistance with MHMS priorities, improving transparency and tracking of development partner contributions, and strengthening coordination arrangements to reduce duplication and support value for money. Key Responsibilities: Master Plan and CWMH Priority Infrastructure Coordination * Coordinate MHMS and CWM Hospital leadership team inputs and engagement across the Master Plan for the new national referral hospital and the CWM Hospital Priority Infrastructure Plan (PIP). * Act as the central coordination and information point between MHMS leadership, CWM Hospital, DFAT, FPSP, development partners, consultants and relevant government agencies. * Support alignment of development partner activities with MHMS priorities, governance arrangements and decision-making processes. Development Partner Facilitation and Strategic Engagement * Facilitate and support relationships with national and international development partners contributing to MHMS infrastructure priorities. * Provide advice to MHMS leadership on development partner engagement, positioning and coordination approaches. * Support strategic and proactive engagement with bilateral, multilateral, private sector and civil society partners, as required. MHMS Coordination and Program Support * Support MHMS’ coordination mandate across ministries, agencies and development partners. * Contribute to MHMS programming, planning and reporting processes, including workplans and coordination-related documentation. * Support oversight of development partner contributions relevant to coordination activities. Monitoring, Learning and Knowledge Management * Support tracking, documentation and reporting of coordination activities related to the Master Plan, PIP and development partner engagement. * Maintain accessible records to support transparency, continuity and institutional knowledge. * Contribute to identification and sharing of lessons learned and emerging coordination risks. Capacity Building and Stakeholder Engagement * Support capacity strengthening of MHMS and ESU staff in coordination, partnership management and engagement. * Foster effective working relationships across MHMS, development partners and key stakeholders. * Ensure cross-cutting priorities, including GEDSI, climate resilience and disaster preparedness, are considered within coordination activities. Key Working Relationships: Reporting to * Deputy Secretary Hospital Services (MHMS) * Senior Program Manager – FSIP Other * Health Standards Advisor AFHP * FPSP (AFHP, Master Plan and FSIP Program teams)  * MHMS Executive Support Unit * Development Partners including Australian High Commission, World Bank, Asian Development Bank (ADB) * Other stakeholders in the health sector and Fiji Government Selection Criteria: Experience * Minimum 7 years’ experience in health sector coordination, development partner engagement, infrastructure or program management within complex, multi-stakeholder environments. * Demonstrated experience working with government ministries and senior leadership to support planning, coordination and decision-making.Experience facilitating and coordinating development partners and aligning external support with government priorities and governance processes. * Experience supporting strategic or master planning processes, including coordination of technical inputs and stakeholders. * Experience in information management, documentation and reporting, including use of coordination or tracking tools. * Familiarity with monitoring, evaluation and learning (MEL) processes is desirable. Qualifications * Postgraduate qualification in public policy, international development, infrastructure planning, public administration, public health, health systems or a related discipline. * Training or experience in program or project management is desirable. Knowledge and Skills * Understanding of effective coordination and development partner engagement in public sector or development contexts. * Knowledge of results-based planning and performance monitoring approaches. * Awareness of gender equality, disability and social inclusion considerations.
