POSITION OVERVIEW

The position provides professional level engineering duties in support of the city’s development review team by conducting land-use, engineering construction plans, and building permit reviews of wastewater, stormwater, water, and transportation. Responsible for providing engineering management, coordination with community development, and review of private development project applications, permit/plan review and processing, and customer service.
Performs independent review, approval, inspection and acceptance of all private development proposals including land-use, engineering, and building permits. Reviews traffic reports, stormwater reports, and geotechnical studies for proposed developer projects. Tracks developer projects from land-use application through the construction stage to verify compliance with city standards.

EDUCATION AND EXPERIENCE

Any combination of education, training and experience that indicates the individual can successfully perform the job may be considered.

  • Bachelor’s degree in civil, structural, or a closely related engineering discipline.
  • Four years’ experience in a similar position, including one year working experience indevelopment review and inspection, or similar related field.
  • Four years of increasingly responsible experience in Civil and Municipal Engineering with some project management experience.
  • Experience with engineering design software, including AutoCAD.
  • Experience using Bluebeam Software to review and comment on private development projects is preferred.
  • Some supervisory experience and the ability to train others preferred.
  • Western Washington Hydrology Model (WWHM) experience preferred.
  • Proficient in Microsoft Office Suite.

  • A history of and ability to maintain safe and responsible driving that meets the city’s motor vehicle record minimum driving requirements.
  • Ability to pass position relevant pre-employment screening.

Responsibilities

  • Functions as the primary civil engineer responsible for development review activities and coordination with other departments/divisions.
  • Responsible for providing engineer staffing and customer service by reviewing engineering, land-use, and building plans throughout the duration of the permitting process.
  • Provides high-level project coordination between city departments/divisions.
  • Supports the city engineer in the effort to plan, organize, and schedule the review of private development projects.
  • Reviews civil construction drawings and complex technical design calculations, reports, and/or computations relating to transportation, public utilities, and private storm drainage and water quantity/quality control facilities for compliance with city engineering standards municipal code.
  • Reviews and interprets environmental and land use applications (SEPA, Plats, Rezones, Lot Line Adjustments etc.), engineering construction plans, specifications, studies, and reports associated with development projects.
  • Supports the development and implementation of changes to the city’s design and construction standards.
  • Works courteously and effectively with all individuals and organizations during all stages of the pre-application, permitting, and construction stages of development projects; assists them with a wide variety of information including answering questions concerning city procedures and requirements for development and the engineering permitting process.
  • Interprets legal regulations and guidelines.
  • Uses computers for word processing, complex spreadsheet and database applications, permit tracking, basic mapping, and storm drainage design software.
  • May represent the city’s interests with the public, franchised utility companies, and other public agencies relating to the design and coordination of developer projects.
  • Demonstrates decision-making skills and determines alternative solutions to complex technical problems and issues.
  • Responds to the public and developer inquiries about city requirements and permit procedures for development.
  • Tracks all development permits that require drainage review to specifications outlined in the city’s stormwater municipal permit guidelines.
  • Takes developer projects to the Hearing Examiner and presents at public meetings as required.
  • Reviews traffic impact analysis for developer projects to determine compliance with the city’s transportation impact fee and concurrency ordinances.
  • Conducts inspections of developer projects to ensure projects are in compliance with applicable codes, regulations, and standards.
  • Provides oversight and guidance to assigned construction inspectors and construction supervisors for developer projects.
  • Develops and recommends engineering standards, specifications, and procedures.
  • Assumes technical responsibility for completing and reviewing complete phases or major components of private development projects, including engineering reports, calculations, plans, contracts, and special assignments in accordance with City of Gig Harbor Public Works standards and municipal code.
  • Responds to questions from residents, developers, and engineers related to private development projects and plans.
