Description Department City Hall / Development Services Reports To City Manager Employment Type Full Time FLSA Status Exempt Salary TBD Opening Date June 25, 2026 Closing Date Open Until Filled Location Converse, Texas POSITION SUMMARY The City of Converse is seeking an experienced Development Services Director to lead the City's planning, zoning, building permits and inspections, development review, design review, variance administration, subdivision platting, GIS coordination, and related development services functions. This position reports to the City Manager and works closely with City leadership, boards and commissions, residents, property owners, developers, consultants, contractors, and outside agencies. Requirements KEY RESPONSIBILITIES Lead and manage assigned development services functions, including Planning and Zoning and Building Permits and Inspections. Supervise professional, technical, administrative, and clerical staff assigned to development services functions. Oversee review and processing of zoning requests, plats, site plans, variances, specific use permits, limited use permits, permits, inspections, and related development applications. Present staff reports, findings, and recommendations to the City Manager, City Council, Planning and Zoning Commission, Board of Adjustment, and other public bodies as assigned. Coordinate development projects and service delivery with City departments, developers, consultants, contractors, utility providers, regional partners, and state and federal agencies. Manage departmental budget, records, GIS datasets, maps, online mapping services, and related operational resources. Provide professional, responsive customer service when addressing development related questions, concerns, and complaints. MINIMUM QUALIFICATIONS Bachelor's degree from an accredited institution in city or regional planning, public administration, economic development, business administration, or a closely related field. Five (5) years of progressively responsible experience in urban planning, development services, community development, permits and inspections, or related municipal work, including at least two (2) years of supervisory or management experience. Equivalent education and experience may be considered. Current American Institute of Certified Planners (AICP) certification at time of hire, and ability to maintain certification throughout employment. Valid Texas Class C or higher driver's license and satisfactory driving record. Ability to successfully complete required background and employment screening checks, including physical examination and driver license check, as applicable. Ability to perform the essential functions of the position, with or without reasonable accommodation. PREFERRED QUALIFICATIONS Advanced degree in urban planning, urban design, public administration, business administration, economic development, or a closely related field. Experience in Texas municipal government. Experience with planning, zoning, building permits and inspections, development review, GIS, budgeting, staff supervision, and presentations to boards, commissions, or elected officials.
