Position Overview The Development & Talent Manager oversees both the Talent Department (Recruiting) and the Learning & Development (L&D) Department, ensuring alignment across the entire employee lifecycle—from candidate experience and onboarding to training, growth, and long-term retention. This role is a critical leader in building scalable learning programs, strengthening recruiting operations, enhancing new hire experience, supporting leadership development, and ensuring PHG’s workforce is prepared to deliver high-quality, community-based care. The Manager works closely with HR leadership, executive leadership, and department managers to support PHG’s rapid organizational growth. Key Responsibilities Department Leadership: Talent + Learning & Development Provide full leadership, direction, and performance oversight for the Talent Department and Learning & Development Department. Supervise and coach Talent Engagement Specialists and L&D team members. Establish department goals, KPIs, workflows, and accountability standards. Ensure alignment between recruiting, onboarding, training, development, and retention. Talent Engagement & Recruiting Oversight Oversee all recruiting processes including sourcing, screening, interviewing, and hiring. Ensure Talent Engagement Specialists maintain high-quality candidate communication and timely follow-up. Collaborate with leaders to forecast staffing needs and hiring pipelines. Enhance candidate experience, job postings, interview guides, and hiring manager support. Monitor recruiting metrics such as time-to-fill, quality of hire, turnover trends, and candidate feedback. Learning Strategy & L&D Program Leadership Develop and execute a comprehensive organizational learning and development strategy. Lead programs including new hire orientation, leadership development, skills and competency training, compliance training, and professional development pathways. Ensure learning programs support Community Supports, ECM, and member-centered care initiatives. Build scalable learning systems to support PHG’s startup growth and diverse workforce. Instructional Design & Training Resource Development Develop or oversee the creation of workshops, e-learning modules, job aids, competency checklists, and knowledge tools. Leverage Paycom Learning, MedTrainer, Virti, and Salesmate platforms to build engaging training content. Adapt learning formats for remote teams, field-based employees, and hybrid workflows. Training Delivery & Facilitation Facilitate live and virtual training sessions including orientation, skills training, compliance training, and leadership workshops. Coach managers on effective training techniques, feedback practices, and employee development strategies. Needs Assessment & Cross-Functional Collaboration Partner with HR, Compliance, Quality, Operations, and program leaders to identify organizational training needs and skills gaps. Create role-specific development pathways and succession planning support. Provide structured learning interventions to support performance management. Evaluation, Reporting & Continuous Improvement Track and analyze training outcomes, completion rates, recruiting performance, and engagement metrics. Present regular reports and recommendations to HR leadership and executives. Continuously refine talent and learning programs based on organizational feedback and data insights. Compliance & Required Training Oversight Ensure timely completion of required trainings including HIPAA, Diversity & Inclusion, Workplace Safety, and health plan–required trainings. Maintain accurate learning documentation for audits and compliance reviews. Ensure all learning and development programs align with CalAIM, ECM, and healthcare compliance requirements. Working Conditions Remote role with occasional in-person meetings or training sessions. Some travel within California may be required. Standard Monday–Friday schedule, with flexibility based on training or recruiting needs. Experience supervising teams or managing multi-person functions. Strong instructional design, facilitation, and program development skills. Experience with LMS platforms and recruiting technologies. Strong communication, relationship-building, and leadership abilities. Ability to adapt and lead effectively in a fast-paced, startup environment. Preferred Experience in healthcare, behavioral health, social services, or community-based organizations. Familiarity with CalAIM, ECM, and social determinants of health. Experience scaling talent and L&D programs for growing organizations.
