The Council is seeking a confident and experienced Programme Manager to join its dynamic and evolving Digital and Innovation team. This temporary position, initially for a minimum of six months, requires proven expertise in stakeholder engagement and supplier contract management.
The successful candidate will play a pivotal role in leading the delivery of high-profile case management software projects, including those involving IDOX and Alloy systems.
As Digital Programme Manager, you will be responsible for driving digital transformation initiatives across key service areas such as Public Protection, Planning, Public Realm, Highways, Land Charges, and Parking. You will oversee both ongoing projects and new initiatives, providing strong leadership to ensure they are delivered on time, on budget, and to the highest standards. This role demands a proactive and adaptable programme manager who can coordinate complex programmes, manage risks, and secure successful outcomes through effective collaboration and governance.

Key Responsibilities:

  • Lead the end-to-end delivery of digital case management software implementations across multiple departments.
  • Manage both in-flight and pipeline projects and initiate new projects from the ground up.
  • Collaborate with stakeholders to define project scope, objectives, and deliverables aligned with strategic goals.
  • Oversee project timelines, budgets, and resources to ensure successful delivery.
  • Coordinate cross-functional teams including IT, service leads, and external vendors.
  • Ensure compliance with local government regulations and data governance standards.
  • Monitor project risks and implement mitigation strategies.
  • Report progress to senior leadership and provide regular updates on milestones and outcomes.
  • Drive user engagement and change management activities to support adoption of new systems.
  • Manage supplier relationships and contracts effectively to ensure value and performance.

  • Proven experience managing digital programmes within a local government setting.
  • Demonstrated success in delivering complex digital transformation projects from initiation to completion.
  • Strong understanding of data governance, regulatory compliance, and risk management.
  • Excellent stakeholder engagement and communication skills, with the ability to influence at senior levels.
  • Skilled in supplier and contract management to drive value and performance.
