We’re looking for a Digital Technical Project Lead to spearhead technical projects that drive digital transformation and innovation across the City of Wolverhampton Council. This is a unique opportunity to manage complex projects, ensuring they align with the council’s digital strategy and deliver tangible benefits to the community.

ABOUT YOU:

We’re looking for a strategic thinker with a passion for digital transformation. To succeed in this role, you’ll need:

ESSENTIAL SKILLS:

  • In-depth understanding of Agile Scrum and Prince 2 project methodologies.
  • Proven experience in leading technical projects within a public sector environment.
  • Proven experience in cloud migrations (experience migrating ERP solutions is particularly welcome).
  • Strong leadership and project management skills.
  • Excellent communication and stakeholder management skills.
  • Financial acumen and budget management skills.

DESIRABLE SKILLS:

  • Experience in managing project finances and resources.
  • Knowledge of digital transformation strategies and their implementation.
  • Familiarity with the council’s digital infrastructure and technology landscape.
  • Understanding of financial management and budgeting for IT projects.

OUR WORKING ARRANGEMENTS

All council roles are allocated to either a fixed, field or flexible work style. Some roles are agile which enable and empower employees to maximise their performance and productivity, whilst maintaining a healthy work life balance. Roles with a fixed workstyle work in a fixed permanent council location. Roles with a field workstyle are usually allocated where employees are required to be out working in the community with a minimum requirement for ‘touch down’ space at any council location. Roles with a flexible workstyle have a flexible base location to meet the needs of the business and employees can work from a mixture of home or any council office, partner/client, or external location, as required to meet service requirements.

Responsibilities

ABOUT THE ROLE:

As a Digital Technical Project Lead, you’ll be responsible for leading and delivering technical projects that enhance the efficiency of council services and support the city’s growth as a digital economy. You will work closely with various stakeholders to ensure the successful delivery of digital solutions.

WHAT YOU’LL BE DOING:

  • Lead the planning, execution, and delivery of IT-related projects within agreed scope, time, and budget constraints.
  • Manage and develop staff within the Business Analysis team using the Council’s performance appraisal process.
  • Promote empowerment of the team by ensuring that each team member is fully engaged in the project with meaningful contribution.
  • Maintain relationships with the Applications, Developers, Network, Security, and Server teams to ensure a cohesive approach to the technical project deliverables.
  • Utilise Agile Scrum methodology and Prince 2 project methodologies for effective project management.
  • Ensure an outcomes-based, benefits-led delivery approach to a range of projects.
  • Manage all project finances, including budget confirmation, actual spend, and best estimates.
  • Engage with stakeholders to manage expectations and ensure clear communication.
  • Drive continuous improvement in service delivery and digital infrastructure.
