JOB DESCRIPTION

Reporting to the DH Building Control Engineering (BCE). The postholder will be responsible for leading and managing the Environmental (EH) team and as the Principal Infrastructure EH postholder will discharge the functions and duties as delegated as the Technical Authority for MOD Catering Infrastructure Environmental Health.
The postholder will be responsible for the maintenance and delivery of DIO and MOD technical documentation, including policy; the development and delivery of an audit and assurance programme to provide compliance assurance, and risk and issue management; provide the SME input to wider MOD policy and practice requirements and undertake project and equipment reviews to ensure Compliance and the achievement of value for money in MOD catering Infrastructure Environmental Health.

Amongst other duties, as detailed in the principal JD documents, the postholder will be required to;

  • Deliver the Technical Authority function, for all matters relating to catering infrastructure facility design and use.
  • Review and provide Determination decisions to deviate from MOD policies PI2015/05 and BPS2.1 supporting the delivery of facilities that meet operational requirements and are legally compliant.
  • Identify opportunities to improve assurance and compliance across the estate.
  • To develop the approved risk-based auditing system to provide assurance for MOD Catering Infrastructure requirements.
  • Develop the risk based approved Annual Assurance Audit programme for MOD catering Infrastructure, incorporating 3rd party audit reports, to include wider 3rd party assurance.
  • Provide an intelligent and collaborative SME advice service for the provision of catering facilities and related catering infrastructure.
  • Provide SME advice for wider environmental health areas to the business, where required including but not limited to water quality and public health.
  • Maintain currency of Policy Instruction PI2022/01, Building Performance Standard 2.1 and JSP850, identifying opportunities for improvement
  • Engage as DIO SME policy lead, with MoD committees and working groups where there is a catering infrastructure or environmental health infrastructure perspective.
  • To provide SME input into procurement and maintenance contracts.
  • Engage with regulators to prevent, reduce, resolve imminent risk scenarios and enforcement activity within catering facilities on the MOD estate.
  • Represent DIO on appropriate Tri-service Environmental Health working groups, where there is an infrastructure impact on EH.
  • Lead, manage and mentor the EH team: ensuring all administrative and managerial activities are completed.
  • Respond to requirements for management information, reports and returns and comply with corporate requests appropriately and in a timely manner.

ESSENTIAL SKILLS AND EXPERIENCE:

  • Experience in a Senior management capacity of environmental team.
  • Experience of managing staff in a complex busy environment and making risk based decisions.
  • Experience of operating risk-based audit system.
  • Auditing and assessing catering facilities against food and health and safety legislation.
  • Working knowledge of Environmental Health procedures, including enforcement actions and facility closure.
  • Working knowledge of catering facility project design and catering equipment provision.
  • Wider environmental health experience in a regulatory setting.
  • Experience of project plan assessment and working with building professionals.
  • Understanding of the planning system for new and refurbishment projects.
  • Wide stakeholder network in environmental health or relevant safety discipline.
  • Expertise in policy writing and understanding of JSPs.

DESIRABLE SKILLS AND EXPERIENCE:

  • Knowledge of MOD procedures and unique use of facilities.
  • Experience of assessing MOD catering facilities.
  • Working knowledge of MOD policies and Building Performance Standards relating to catering infrastructure.
  • Experience of drafting benchmark performance standards or JSP scales.
  • Development of 3rd party assurance programmes.
  • Knowledge of water quality and potability risks and resolutions.
  • Experience of investigating accidents and injuries in the catering environment.
  • Committee, working group and board experience.

EMPLOYMENT HOURS

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.
Where business needs allow, this role may be suitable for a combination of office and home-based working, therefore you must consider if any of the above locations are within a reasonable travelling distance. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business (i.e., detached duty) or work in another MOD office, will also count towards this level of attendance.
