Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
The Capital Project Delivery team is responsible for the execution of design and construction projects in Metra’s Capital Program. Major areas of ongoing project activity include: Stations & Parking (new stations, major rehabs, smaller updates); Bridges (repairs, upgrades, complete replacements); and Metra Facilities (yard facilities, mechanical shops, office buildings; crew facilities). The team also provides design expertise in various engineering disciplines for track, infrastructure, structure and signal work involving other railroads.
Reporting to the Senior Director, Capital Project Delivery, the Director, Electrical and Mechanical Engineering Design plans, directs, and controls electrical, mechanical, and traction power capital design and construction projects on all eleven Metra commuter rail lines including yards, shops, railroad facilities, administrative buildings, and Metra headquarters. The primary duties include function as Metra’s lead engineer for mechanical, electrical, and traction power design packages, coordinating the work of consulting engineers and other professional staff performing planning, design, or investigative functions. Direct staff of engineers engaged in the design, planning, field studies, preparation of documents including specifications, drawings, technical calculations, scope, schedule, and budgets for the procurement of electrical, mechanical, and traction power designs and systems. Review electrical and mechanical plans of other departments and coordinate work with officials or public and private agencies. Identify, investigate, estimate, and recommend replacement of antiquated, obsolete, and inefficient electrical and mechanical systems in yards, facilities, and at the agency’s headquarters. Review designs and technical drawings, change orders, and contract modifications for accuracy and compliance with federal and municipal regulations and codes, design standards, and project specifications; and negotiate costs. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary
and/or termination procedures. Perform other related duties as assigned to meet the ongoing needs of the organization.

Job Requirements

  • Bachelor’s Degree in Electrical or Mechanical Engineering from a school accredited by the Accreditation Board of Engineering and Technology (ABET).
  • In addition to #1, must have a minimum of 10 years of progressively responsible electrical or mechanical engineering experience in the design, construction, and maintenance of electrical and mechanical systems including: power, lighting, HVAC, compressed air, fueling, industrial controls, and other electrical and mechanical systems. Must have experience in substation and traction power design.
  • Must have five years of direct supervisory experience that includes day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, conflict management, hiring, discipline and/or termination.
  • Comprehensive knowledge of electrical and mechanical engineering design, construction, and maintenance principles and practices.
  • Comprehensive knowledge of local electrical and NFPA70/NEC Codes.
  • Considerable knowledge of AC/DC traction power distribution systems.
  • Considerable knowledge of switch gears, rectifiers, supervisory control and data acquisition (SCADA) and programmable logic controllers (PLC) systems.
  • Considerable knowledge of applicable computer software packages and applications, including CAD.
  • Good knowledge of HVAC system design.
  • Functional knowledge of budgetary processes and basic accounting principles.
  • Considerable organizational, analytical, and critical thinking skills.
  • Strong interpersonal skills in dealing with all levels of management, employees, external groups, and organizations.
  • Strong verbal and written communication skills.
  • Demonstrated skills in project management methods, practices, and procedures.
  • Must be proficient in Microsoft Office Suite with emphasis in Word and Excel.
  • Ability to develop and implement policy and work methods, practices, and procedures.
  • Ability to work with sensitive information and maintain strict confidentiality.
  • Ability to review project deliverables in design and construction computer software packages and applications, including CAD.
  • A valid Illinois Professional Engineer license required.
  • Must possess and maintain a valid driver’s license.
  • Ability to stand, walk, and/or sit, for extended periods of time.
  • Hearing/Visual acuity, far/near, depth perception, field of vision, color vision.
  • Must be able to operate a vehicle.
  • Must be willing to travel within and outside Metra’s 6-county region.
  • Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
