QUALIFICATIONS

  • Baccalauréat en Administration des affaires, Finance ou Gestion de l’approvisionnement
  • 7-10 années d’expérience en achats/approvisionnement dans un environnement technique, incluant au moins 5 ans comme gestionnaire ou directeur.
  • Détenteur du titre Approvisionneur Professionnel Agrée (A.P.A.) considéré comme un atout.
  • Compétences avérées en rédaction d’ententes fournisseurs.
  • Connaissance des outils disponibles pour effectuer l’évaluation et l’analyse des achats de matériau, équipements et services.
  • Connaissance des systèmes ERP, particulièrement SAP S4 Hana.
  • Expérience dans le domaine maritime préférée.
  • Forte maitrise de l’anglais, oral et écrit, essentiel.

SUMMARY

The Director of procurement is a senior position responsible for the tactical and strategic procurement of commodities, supplies, equipment, spare parts and services to be used by the Company. This is a centralized senior position within the organization and the Director shall coordinate his/her efforts with various departments, stakeholders and managers to ensure timely receipt of goods. Provides commercial leadership through effective engagement and planning with stakeholders at every level, integrating Procurement best practice into the company’s operating model and financial planning cycles and supporting appropriate financial controls. Additional responsibilities include strategic forecasting, contract negotiation, development of purchasing policies to ensure the availability of all necessary materials, release scheduling of inbound goods.

REQUIREMENTS

  • Bachelor’s degree in business, Finance, Commerce or Supply Chain Management.
  • 7-10 years’ progressive experience in a purchasing/procurement role in a technical environment
  • 5 or more years in a management or director role.
  • Certified Professional Purchaser (C.P.P.) designation an asset.
  • Solid grasp of the logistics, financial and economic aspects of procurement and supply chain. Comprehensive experience drafting vendor agreements.
  • Knowledge of the appropriate tools for grading, analyzing, and assessing materials, equipment, supplies, services, and other commodities.
  • Familiarity with enterprise resource planning (ERP), specifically SAP S4 Hana preferred
  • Team player with strong communication, intercultural skills and assertiveness.
  • Experience in the marine industry preferred.
  • Fluency in English, both oral and written, essential.

Responsibilities
  • Maintain current knowledge of laws, and regulations pertaining to corporate purchasing practices.
  • Develop the strategic plan for centralized purchasing/procurement of materials, equipment, machinery and services required for operations, projects, and capital investments.
  • Ensure procurement activities achieve established goals and assist all other functions in the organization in achieving their quality, schedule and cost goals.
  • Ensure required knowledge of the supply market, industry and business environment trends to provide the company with advice and identify opportunities to improve the business.
  • Build external and internal business relationships to gather information, identify market and industry trends, build partnership and alliances to support and facilitate the company’s objectives and plans.
  • Ensure collaborative business planning across IT International Telecom Inc, through the identification and implementation of opportunities, to improve the synergy between departments and vessels.
  • Supervise and/or negotiate complex requests for equipment, commodities, supplies and services from suppliers and sub-contractors to acquire high quality products and services at lower costs.
  • Supervise purchasing team. Effective plans for succession and career development.
  • Maintain a high code of ethics and conduct.
  • Supervise and/or manage complex negotiations to settle commercial disputes with suppliers/vendors by establishing goals and approving commercial settlements, including coordination and follow up on vendor claims and issues, contract renewals, etc.
  • Manage the company budget to ensure financial goals and objectives are met by monitoring, negotiating and approving purchasing contracts and expenses.
  • Ensure the development and maintenance of work-systems, negotiation methods, management systems, teamwork, and resource management.
  • Ensure all assigned employees are aware of and comply with company, government, and customer policies, procedures, and regulations.
  • Develop and implement action plans to support strategic plans.
  • Ensure effective procurement activities to meet the requirements and needs of the company.
  • Manage sourcing activities such as market research, RFP’s, RFQ’s etc.
  • Identify and mitigate supply chain risk, ensuring continuity of supply and compliance with company policies and industry regulations.
  • Other duties shall be assigned as required.
