Description

As Director, Capture Services, you will be responsible for leading the company’s capture planning and proposal management functions to secure new business opportunities. This role requires a strategic thinker with deep expertise in capture management, strong leadership capabilities, and the ability to drive cross-functional collaboration. The Director plays a key role in aligning capture activities with corporate strategy, ensuring competitive positioning, and overseeing high-quality, compliant proposals. The position also involves building and maintaining strategic relationships, mentoring the Capture Services team, and driving continuous improvement of capture processes to enhance win probability and organizational effectiveness. More specifically, you will:

  • Lead, manage, and evolve the company’s capture processes to ensure strategic alignment with business objectives and industry best practices.
  • Oversee the full lifecycle of proposal development, ensuring quality, compliance, and competitive positioning.
  • Coordinate and facilitate collaboration across Finance, HR, Operations, and other functional departments to ensure integrated and feasible capture solutions.
  • Act as the primary point of interface between Business Development strategy and operational feasibility assessments.
  • Develop and maintain strategic external partnerships and relationships critical to winning new business.
  • Manage, mentor, and grow the Bids and Proposals Manager and the broader Capture Services team, fostering professional growth and team excellence.
  • Continuously improve capture processes, incorporating lessons learned and industry best practices.
  • Provide regular reporting, insights, and strategic recommendations to the Vice President of Capture Development.

QUALIFICATIONS

  • Ten plus (10+) years of progressive experience in capture management, business development, or proposal leadership, preferably in defense, shipbuilding, or aerospace sectors.
  • Bachelor’s degree in business administration, engineering, or related field (Master’s degree an asset).
  • Strong leadership and team management skills, with a proven record of developing and mentoring teams.
  • Demonstrated ability to lead complex capture efforts and proposals, ensuring compliance and competitiveness.
  • Excellent communication, facilitation, and negotiation skills.
  • Experience working in cross-functional and matrixed organizations.
  • Strong understanding of industry-standard capture and proposal processes (e.g., Shipley or equivalent).
  • Ability to manage multiple pursuits simultaneously under tight deadlines.
  • Capability to obtain and maintain security clearance as required by the Government of Canada.
