The Director, Employee Services & HR Technology will lead the strategic and operational management of the organization’s HR technology systems and the centralized HR service delivery team. This role is critical to ensure that HR operations are efficient, data-driven, and aligned with the mission and compliance requirements of an FFRDC. The Director will be responsible for continuous improvement of HR solutions and processes, Workday optimization, enhancing employee service delivery, and driving continuous improvement through data and technology. The Director will serve as a critical member of the HR senior leadership team, who works both functionally but in partnership with the business to meet MITRE’s objectives.

BASIC QUALIFICATIONS:

  • Requires a minimum of 15 years of related experience with a Bachelor’s degree in Human Resources, Business, Information Systems, or related field; or 12 years and a Master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.
  • 10+ years of progressive HR experience, including at least 5 years in HRIT or Shared Services leadership roles.
  • Track record of building and developing high-performing teams, including mentoring, coaching, and succession planning.
  • Demonstrated success in leading HR technology initiatives and service center transformations.
  • Excellent leadership, project management, and stakeholder engagement skills.
  • Proven ability to manage vendor relationships, negotiate contracts, and oversee third-party service providers for HR technology and/or shared services.
  • Ability to drive the adoption of new tools and processes across diverse stakeholder groups.
  • Ability to convey complex technical concepts in a clear and understandable manner.
  • This position requires a minimum of 4 days a week on-site.

PREFERRED QUALIFICATIONS:

  • Master’s degree or HR certification (e.g., SPHR, SHRM-SCP, PMP).
  • Certifications in HR technology or analytics (e.g., Workday Pro, People Analytics certifications).
  • Experience with Workday or similar HCM systems in a research, government, or higher education setting.
  • Strong knowledge of federal contracting or FFRDC environments, including compliance and reporting requirements.
  • Familiarity with shared services operating models and customer service platforms (e.g., ServiceNow, Salesforce).
  • Experience managing integrations between HRIS and other enterprise systems such as payroll, finance, and IT platforms.
Responsibilities

HR Information Technology (HRIT):

  • Develop a multi-year roadmap for MITRE’s core HCM system (Workday) that aligns with our corporate goals and our Mission First, People Always employee experience priorities.
  • Define and lead MITRE’s HR technology strategy, including the planning, implementation, maintenance, optimization, and evolution of MITRE’s HRIT platforms and services.
  • Create a framework for how emerging AI technologies can be ethically incorporated into our current tools to improve operational efficiency while maintaining employee trust and transparency.
  • Analyze industry trends to provide recommendations for future system enhancements.
  • Partner with HR Leaders, IT, Payroll, Finance, and other stakeholders, fostering continuous communication and collaboration, to architect and deliver seamless cross-platform integrations and solutions.
  • Ensure HR technology system adherence to federal, state, and internal data governance standards, including CMMC, GDPR, HIPAA, and other relevant laws.
  • Lead and inspire a high-performing team of HR technology professionals, providing guidance and support while fostering an environment of constant collaboration and innovation.
  • Oversee the development of a technical training strategy for HR staff and end-users to ensure the continued success and adoption of HRIT platforms.

HR Service Center (HRSC):

  • Develop and implement a strategic vision for HR Service Center operations that ensures timely, consistent, and high-quality service delivery for employees, managers, and HR business partners.
  • Lead the implementation or enhancement of digital platforms, knowledge bases, AI chatbots, and case management systems (Workday, MoveWorks, ServiceNow) to support accurate information sharing, case deflection, and employee self-service.
  • Research, define, and recommend how additional AI tools can be implemented to further enhance employee experiences and streamline operational processes to reduce manual work.
  • Build, coach, and lead a high-performing team to deliver excellent, consistent HR services and support experiences to all employees.
  • Foster a culture of continuous improvement and employee experience excellence through feedback loops and performance metrics.
  • Act as the escalation point for complex or sensitive HR issues that funnel through the HRSC, collaborating with HR Business Partners, Legal, and other leaders of Centers of Excellence to reach resolution.

Leadership & Strategy:

  • Serve as a key advisor to the CHRO and HR leadership team on technology, analytics, and operational efficiency.
  • Identify and implement process improvements across the HR function using lean practices, automation, and technology solutions.
  • Lead cross-functional projects and change management initiatives related to system and service delivery transformation.
  • Develop and manage budgets, vendor relationships, and project timelines.
