Role Overview: The Director, Enterprise Policy & Measurement is a newly created, enterprise role within AstraZeneca’s Corporate Affairs team. As the organization’s strategic policy quarterback, this leader sets national policy priorities, designs and executes policy strategies and tactical plans, and tracks and communicates progress and achievements to AstraZeneca leadership in Canada and globally. The Director is an expert collaborator—partnering closely with the Director, Government Affairs on execution—and works across Access, Evidence Generation, Medical, and Commercial functions to ensure seamless, cross-functional policy activation, results and alignment. This leader is a bold, systems-level thinker with deep knowledge of Canada’s political and health ecosystems, able to connect the dots and move policy from intent to impact. To drive outcomes, the Director translates policy goals into the critical evidence required to advance them—partnering to identify evidence needs and ensuring the right data are generated to support scaling and funding of national policy initiatives. The role also leads the mapping, coordination, and execution of priority enterprise policy initiatives and associated policy evidence plans. A core accountability is measurement and performance management: the Director will define clear objectives, set policy and evidence frameworks, and build executive-facing dashboards that provide transparent, timely views of alignment to goals, progress against milestones, risks, and corrective actions. These tools will enable consistent governance, accelerate decision-making, and ensure enterprise-wide accountability. Focus areas include accelerating patient access, positioning Canada as a health innovation leader to sustain and attract global investment, and providing the frameworks and expertise to manage key external issues for Corporate Affairs. Key Responsibilities: Set national policy priorities and strategy: Define enterprise-wide policy goals and outcomes; develop integrated strategies and tactical plans aligned with AstraZeneca’s Canadian and global objectives. Lead policy materials development (position papers, issues notes, walking decks, key messages, internal and external stakeholder briefings, etc.) that reflect unified strategies. Policy collaboration and execution: Orchestrate cross-functional activation with Government Affairs, Access, Evidence Generation, Medical, Commercial, Alexion and Patient Engagement teams to translate strategy into coordinated action across geographies. Ensure successful delivery of objectives and milestones through clear roles, RACI alignment, and cadence. Drive policy evidence and investment insights: Translate policy goals into evidence needs; partner (especially with Medical) to generate data that enable scaling, funding, and adoption by key partners, positioning Canada a true enabler of health innovation. Compile, analyze, and share provincial investment data to inform advocacy and policy positioning. Issues management and strategic project support: Serve as the policy issues quarterback—overseeing forecasting, proactive strategy, planning, and response aligned to policy goals. Provide policy expertise and support to major strategic projects, particularly those focused on economic growth, in collaboration with field and head office teams. Measurement, dashboards, and governance: Own regular policy and issues reporting; define KPIs; build and maintain the enterprise policy priorities dashboard to provide transparent, real-time progress tracking. Align and monitor deliverables and timelines across field and office staff, drive performance reviews, and lead continuous process improvement in planning, collaboration, and reporting. Investment Data Management: Compile, analyze, and share investment data per province to inform advocacy and policy positioning, in close coordination with field teams. Continuous Process Improvement: Drive adoption of best practices in policy planning, collaboration, and reporting to enhance effectiveness and innovation. Required Experience, Skills, and Qualifications: Experience: At least 10+ years in government affairs, policy development, corporate affairs, or related disciplines, ideally within regulated industries or multinational organizations. Collaboration: Demonstrated track record of effective collaboration with geographically distributed government relations field teams and diverse cross-functional partners. Strategic Leadership: Proven ability to set and execute policy priorities, lead integration of complex initiatives, and quarterback issues management with partners. Strong ability to brief up, down and horizontally in complex organizations on challenging files. Analytical Capability: You are big-thinking, yet highly detail-oriented. Skill in synthesizing policy evidence, investment data, economic models and regulatory developments to support strategic decisions and advocacy. Communication: Superior written and verbal communication, including development of position papers, presentations, dashboards and updates for both internal and external stakeholders. Project Management: Strong skills in coordinating, tracking, and delivering policy projects and process improvements.
