Job Description:

Directs and manages the daily accounting and financial activities of the college, including general ledger, accounts payable, accounts receivable, revenue/cash accounting, cash, and fixed asset inventory through the community and technical college financial management system. Provide leadership and direction in accounting and operational matters for the college. Direct accounting and finance activity and workflow with other departments and agencies. The position is also responsible for assisting the VP of Finance and Administration with long-range planning, ensuring compliance with federal and state regulatory agencies as well as internal management policies and the budget plan.
This position is expected to exemplify the principles detailed in the College’s Culture of Care framework, actively contributing to a supportive and thriving environment for our students, staff, and broader community.Minimum Qualifications:

Comprehensive knowledge of accounting principles, regulatory requirements, and accounting policies and procedures in a higher education setting

  • Proficiency and experience using automated accounting and financial systems in a higher education environment
  • Experience using automated procurement systems
  • Progressive and significant accounting experience in all key aspects of accounting processes to include general accounting, accounts payable, accounts receivable, payroll, procurement, grants, fixed assets, project accounting, revenue recognition, budget, and lease accounting
  • Subject matter expert in process assessment and improvement
  • Subject matter expert in internal control assessment, improvement, recommendation and implementation of corrective action plans
  • Experience managing large and diverse accounting staff and functions
  • Experience managing accounting functions of an interfacing agency
  • Experience effectively collaborating with and reporting to a Central Office Finance Function to achieve a common objective

Knowledge

  • Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards.
  • Comprehensive knowledge of month and year-end accounting cycles and processes to include revenue, accounts receivable, procurement, accounts payable, payroll, fixed assets, inventory, cash management, financial statement preparation, and external audits and reviews.
  • Comprehensive knowledge of automated accounting systems and other systems that impact financial processes
  • Thorough knowledge of Leadership Strategy, Organizational Systems and Resource Deployment
  • Thorough knowledge of Grant Accounting, Grant Reporting, Code of Federal Regulations (CFR), Title 2, Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Thorough knowledge of Higher Education Accounting Standards, DOA Standards, and VCCS Standards.
  • Thorough knowledge of federal, state, and local regulations

Additional Considerations:

Experience managing multiple accounting functions in a college business office

  • Proficiency using Cardinal Financial Management and Human Resources software

· Experience using Peoplesoft Accounting and Human Resource Systems · Experience using eVA

  • Prior experience in external or internal audit
  • Prior experience with a significant leadership role performing Sarbanes Oxley or ARMICS internal control assessments and testing
  • Expert designations or certifications, such as CPA, CMA, or MBA
