QUALIFICATIONS

Required:

  • A University graduation in a field related such as Business, Finance, Commerce, Accounting, Economic or Public Administration supplemented by seven years progressively responsible experience.
  • Related experience or University education may be considered as an equivalency on a one for one basis.

Assets:

  • Professional accounting designation – Chartered Professional Accountant (CPA) would be considered as an asset.
  • Proven experience in strategic fiscal planning, financial management, forecasting and issues management within a complex public sector environment.
  • Strong organizational, analytical, and problem-solving skills, with the ability to synthesize complex issues and recommend actionable solutions.
  • Effective communicator with strong verbal, written, and presentation skills, able to tailor messaging for diverse audiences.
  • Skilled in negotiation, facilitation, and consensus building to support collaborative decision-making across stakeholders.
  • Capable of building and leading high-performing teams, managing both professional and non-professional staff.
  • Experienced in managing multiple complex projects under tight deadlines in decentralized or dynamic environments.
  • Deep understanding of government policy, strategy, fiscal processes, accounting principles, and relevant legislation.
  • Demonstrated ability to support executive-level decision-making through sound judgment and timely financial analysis.

Responsibilities

The Ministry of Service Alberta and Red Tape Reduction is looking for a Director, Financial Planning.
This position is accountable for leading the Ministry’s fiscal planning process, securing financial resources to support program delivery and providing sound financial advice to senior leadership. To be effective, the incubent must direct the development of fiscal strategies, act as an internal consultant on financial matters, liaise with Treasury Board and Finance on fiscal planning, and prepare briefings and materials for Executive Team, Deputy Minister and Minister presentations. This ensures that the Ministry is well-positioned to deliver on government priorities through informed and responsible financial decision-making.

Job Responsibilities:

  • Leads development of the Ministry’s fiscal plans to enable program delivery by developing and managing the Ministry’s operating, capital and financial transaction budgets to ensure financial resources are aligned with strategic priorities and program objectives.
  • Provides expert financial advice to senior leaders to support informed decision-making by acting as a trusted financial advisor to ensure executive decisions are grounded in sound fiscal analysis and aligned with government direction.
  • Manages the Ministry’s relationship with Treasury Board and Finance on fiscal matters by serving as the primary liaison with Treasury Board and Finance (TBF) to ensure alignment with central agency expectations and timely resolution of fiscal issues.
  • Ensures effective communication and implementation of fiscal policies and procedures by translating government fiscal policy into practical direction to support consistent and accurate application across the Ministry.
  • Prepares financial briefing materials to support Executive decision-making and accountability as well as develops high-quality materials to ensure senior leaders are well-positioned to present and defend the Ministry’s fiscal position to government oversight bodies.
