The Director of Governance & Legal Services is responsible for providing expert legal counsel and strategic advice to ensure the municipality’s operations comply with legal, ethical, and governance standards. This role involves leading the legal and governance functions of the municipality which includes overseeing the Clerks Division, risk management, compliance, and the development of policies and by-laws.
This position is accountable to the City Manager for strategic guidance and oversees departmental deliverables and reporting. The Director is responsible for the overall development and oversight of departmental capital and operating budgets and efficient operation and control of facilities, equipment, human and other resources of the department. As part of the Senior Leadership Team, the Director, Governance & Legal Services collaborates to provide corporate oversight and strategic direction for the City as a whole.
The successful candidate must have a University Degree in Law and be called to the Bar in the Northwest Territories. A minimum of ten years’ experience in public policy, economic development, or a related field and six years’ experience managing staff is required. The ideal candidate will understand political acuity, including the dynamics at play in the municipal decision-making process as well as the implications of these decisions at policy-making and public levels. Leadership knowledge and application in legislative, accounting, and financial standards impacting public sector organizations is required. The incumbent will demonstrate the ability to make sound decisions, exercise a high degree of judgement and discretion and fosters a work environment that is committed to the values of inclusivity, diversity, equity, and accessibility.
