Key Responsibilities * 1. Strategic Program Leadership & Execution • End-to-End Delivery: Accountable for the overall success of the Core Banking Modernization (SOUL Refactoring), ensuring quality, scope, and timeline are met across Technology, Business, and Operations. • Hollowing out the Core: Lead the strategic execution of the "Modernization Roadmap," ensuring a seamless transition from legacy monolithic structures to a modern, modular architecture. • Coexistence & Migration Strategy: Direct the complex dual-run phase, ensuring that the legacy core and new platform coexist via the Middleware layer without compromising data integrity or system performance. • Business Value Alignment: Ensure the program delivers beyond technical milestones, achieving key business outcomes such as reduced Total Cost of Ownership (TCO) and improved Time-to-Market for product launches. 2. Stakeholder & Relationship Management • C-Suite Advisory: Serve as the primary technical-to-business translator for senior management, articulating complex risks (e.g., middleware bottlenecks, technical debt) in terms of business impact. • Cross-Functional Orchestration: Partner with Business Program Managers, Scrum Masters, and Technical Delivery Managers to resolve conflicts, manage expectations, and navigate internal "political" roadblocks. • Strategic Vendor Stewardship: Drive high-level relationships with global IT vendors and Professional Services. Ensure contractual obligations are met through rigorous performance management and SLA enforcement. 3. Technical Governance & Integration • Middleware & API Alignment: Collaborate closely with the Head of Core Banking & Middleware to ensure the new core’s API contracts are compatible with CIMB’s integration bus (e.g., ESB/ Next Gen Middleware/mulesoft) and event-driven architectures (e.g., Kafka). • Governance Framework: Lead the Program Steering Committee (PSC) and Chair the Project Working Group (PWG). Manage investment approvals and ensure the program adheres to CIMB’s Group Process Life Cycle (GPLC). • Non-Functional Requirement (NFR) Oversight: Guard the system’s integrity by ensuring performance, scalability, security, and high availability (HA) standards are never compromised for the sake of timeline expediency. 4. Risk, Compliance & Regulatory Management • Regulatory Liaison (BNM RMIT): Ensure all modernization activities comply with Bank Negara Malaysia’s Risk Management in Technology guidelines. Lead the preparation for regulatory audits and "Deep Dive" sessions. • Systemic Risk Mitigation: Identify and manage interdependencies across the bank's ecosystem. Develop robust contingency and "roll-back" plans for all major migration phases. • Change Control: Maintain a "tight but flexible" scope management process, ensuring all changes are assessed for downstream impact on the middleware and peripheral systems before PSC approval. 5. Resource & People Management • Hybrid Workforce Leadership: Determine resourcing requirements and manage a diverse mix of internal staff, contractors, and vendor resources in a cost-effective, high-performance environment. • Agile Transformation: Champion the shift toward Agile/DevOps delivery methodologies within the core banking space, fostering a culture of collaborative delivery and continuous integration. Job Specification * Qualifications (Basic Degree/Diploma etc) • Bachelors/Masters Degree in relevant discipline (Information Technology, Information Management, Computer Science). Professional Qualification and/or Regulatory, Licensing requirements • Relevant professional qualifications (PMP, Agile PMP, Prince2, Scrum). Relevant Work Experience • 10 – 15 years of technology and/or digital experience. • 5 – 10 years of prior leadership experience managing portfolios and teams of substantial size. Required Competencies and Skills * Competencies/Skills (Essential to succeed in this job) 1. Technical & Functional Competencies • Modern Architectural Fluency: Understanding of Microservices Architecture (MSA), Cloud-Native deployments (OpenShift), and API-First design. Must be able to discuss service mesh, circuit breakers, and container orchestration with your engineering leads. • Middleware & Integration knowledge: Knowledge in Event-Driven Architecture (EDA) and Enterprise Service Bus (ESB) logic (e.g., Next Gen Middleware/mulesoft, Kafka). Ability to work with the middleware team to manage "Coexistence Layers" where legacy and modern systems must share data in real-time. • Regulatory & Compliance (BNM RMIT): Expert-level familiarity with Bank Negara Malaysia’s RMIT and other regional regulatory frameworks. Ability to embed "Compliance by Design" into the project lifecycle to ensure seamless audits. • Financial Engineering: Advanced skill in managing multi-year, multi-million MYR CAPEX/OPEX budgets, including TCO (Total Cost of Ownership) modeling and Value Realization tracking. 2. Soft Competencies (Leadership & Personal Skills) • Techno-Business Translation: The rare ability to explain "technical debt" or "middleware latency" to a Business Head in terms of Customer Experience (CX) and Revenue Loss. • Strategic Vendor Orchestration: Experience managing global system integrators and software vendors. Must be able to distinguish between a "consultant's slide deck" and actual engineering progress. • Resilience & Crisis Command: High emotional intelligence (EQ) and "grace under fire," specifically for leading Command Centers during high-risk cutover weekends. • Change Catalyst: Ability to foster an Agile & DevOps culture within a traditionally Waterfall core banking environment. Skill in upskilling internal teams to ensure they can support the new platform post-go-live.
