Position Summary Like all HCF team members and volunteers, the Housing Program Director exudes the heart and passion for HCF’s mission: to inspire the spirit of giving and invest in people and solutions to benefit our community. Specifically, the Program Director’s role is to support HCF’s Community Centered Economy (C) Sector’s Housing programs and initiatives, reinforce the civic infrastructure to support sustainable housing that meets the needs of Hawaii residents and cultivates relationships with County, State and C Sector nonprofits, community leaders, and others.  HCF’s Housing initiative builds upon the expansion of the House Maui Initiative as a community collective action movement that works closely with community members, stakeholders, funders and local government to increase affordable housing across Hawaii. The Housing Director will collaborate with team members on program design strategy, evaluation and performance measurements, as well as manage special projects and contracts, as needed. The Housing Director develops and tracks partnerships with other funders, donors and key stakeholders while supporting community impact specifically focused on housing affordability and accessibility in Hawaii.    Essential Position Responsibilities Key responsibilities fall within primary areas of focus and are as follows:   HCF Housing Programs and Initiatives * Develop, oversee, and implement HCF’s statewide housing strategy, including housing-related initiatives and programs. * Work collaboratively within HCF and the C Sector along  with community partners, government, and private-sector partners to advance housing initiative needs and statewide housing priorities. * Facilitate statewide and inter-county convenings that bring together private sector, government agencies, nonprofits, funders, and community stakeholders. Research and access housing gaps, development barriers, policy opportunities and resource alignment across counties and at the state level.  Grant Review, Monitoring and Program Management  * Responsible for an assigned portfolio of grant programs related to HCF’s housing programs and  initiative efforts. * Develop grant program strategy and design, in collaboration with C Sector Director, including program funding opportunities. * Manage grant program events and convenings and oversee evaluation of grant program to track progress on meeting program’s goals and impact. * Oversee external consultant and vendor contracts to grant programs, if applicable. * Support budget and spending oversight, including invoice review. * Review and evaluate proposals and provide written summaries and funding recommendations. * Participate with colleagues on grant programs including proposal review and peer review of potential grants or awards. * Monitor ongoing grant programs and conduct site visits, where appropriate. Evaluate completed grant funded projects. * Field inquiries from the public and grant seekers regarding grant opportunities in a nurturing manner. Relationship Stewardship and Donor Engagement  * Partner with development staff to support donor engagement, solicitations, inquiries, and initiative-level fundraising goals. * Cultivate, steward and maintain relationships with funders, nonprofit partners, community leaders, advisory groups and other stakeholder members to develop understanding of community need and opportunity and to advance community grant making and housing impact. * Deliver excellent service and maintain trusted, effective relationships with all internal and external partners. Communications and Stakeholder Collaboration * Collaborate with communications staff to develop clear and compelling materials, including updates, reports, and storytelling content. * Work cross-functionally to strengthen grantee and community networks, share knowledge, and advance HCF’s housing strategy. * Facilitate and support a statewide collective action movement to increase housing access and affordability across the State.  * Coordinates external meetings to facilitate successful community engagement. * Maintain relationships with key local and national networks and others as appropriate to enhance HCF work.  May include participating/ representing HCF in meetings, webinars, conferences etc. Program Implementation, Evaluation and Fund Administration * Lead the design, implementation, and evaluation of housing grant programs and initiatives aligned with the HCF’s statewide housing strategy. * Guide RFP development, grantee outreach, proposal review, grant monitoring, technical assistance, and impact reporting. * Serve as fund administrator for the HCF’s housing-related funds, including budget oversight, performance evaluation and impact measurement requirements. * Monitor and assess nonprofit program outcomes Contracts, Policy and Other Responsibilities * Oversee vendor and consultant contracts and ensure effective communication and accountability. * Maintain awareness of housing policies, legislation, and regulations impacting HCF programs with a focus on housing, the House Maui Initiative and other related items. * Represent HCF professionally in the community, uphold organizational values and partner collaboratively with other staff members to ensure effective outcomes. * Perform other tasks as assigned. Collaboratively Drive the Success of HCF  * Work with colleagues to develop, implement and evaluate grantee and community networks while building and exchanging knowledge of the nonprofit sector, fields of interest and potential grantees * Deliver a collaborative team style internally with colleagues to achieve greater results.  * Ensure comprehensive relationship management strategies are utilized.   Position Requirements HCF believes in ensuring that our team members can thrive in their positions.  Accordingly, the Director must possess the following knowledge, skills, abilities, experience, and education:  Required * Bachelor’s degree  * Three (3) years minimum experience in one or more of the following: * Housing development or affordable housing programs * Government housing, land use, or community development programs * Housing-focused grantmaking or public-sector funding initiatives * Experience facilitating and convening stakeholders and key convenors across multiple counties in Hawaii including communities, organizations, institutions, and government agencies statewide.  * Demonstrated experience working with county and state government, including navigating public processes, funding programs, or regulatory environments. * Strong understanding of Hawaii’s housing challenges, community context, and development landscape. Preferred * Position is based in Hawaii; experience working across multiple counties strongly preferred. * Demonstrated passion for the betterment of Hawaii and its people  * Knowledge, sensitivity, and understanding of the history and complexities of Hawaii’s indigenous and multicultural communities * Capable of thriving in a highly collaborative and flexible organization with an appreciation and respect for colleagues of diverse backgrounds and perspectives and an enthusiasm to continually shift and evolve to meet the needs of the community, clients, and donors  * Proven ability to recognize and balance competing interests, policy implications, and practical considerations within diverse groups of external and internal constituents to achieve effective outcomes  * Exceptional interpersonal skills including the ability to communicate effectively with varied constituents including government officials, business and nonprofit leaders, and donors * Ability to be extremely discrete in working with sensitive or confidential information related to client and donor information, relationships, and funds * Excellent research, financial review, analytical, writing, presentation and organizational skills  * Excellent time management skills and the ability to meet deadlines in multiple program areas of work often concurrently. * Ability to perform work with attention to detail and accuracy * Strong computer skills in Microsoft Word, Excel, Outlook, and Power Point * Knowledge in grant and donor management database systems preferred   Work Environment, Physical, and Mental Demands * Works under regular office conditions with the ability to work remotely. * General office hours are Monday through Friday, 8:00 am to 5:00 pm, with flexible hours as needed * Required to travel (inter-island and Continental US as needed) * Access and ability to travel to on-island meeting sites as needed * Ability to operate general office equipment including computer, copier, printers, fax machine, etc. * Ability to lift, carry, push, pull, up to 25 lbs. of general office material or equipment    This provides a general description of the common duties performed by a person in this position.  It does not include every possible duty an individual in this position may be asked to perform and is not all-encompassing.
